Bulog Chief Proposes 'Beraskita Premium', Minister Amran Responds
The proposal by Perum Bulog to introduce a Beraskita Premium programme, as an effort to stem the rise in premium rice prices, has received a positive response from the Minister of Agriculture and Head of the National Food Agency (Bapanas), Amran Sulaiman. Amran even assessed that the idea deserves consideration, and encouraged Bulog to increase the production of premium rice to maintain price stability in the market. “Oh, that’s a good one. In fact, Bulog should produce more premium rice,” Amran said when met at the parliamentary complex in Jakarta on Wednesday (10/6/2026).
However, he could not yet confirm whether the proposal would be immediately followed up by Bapanas. According to him, the government will still discuss the concept further. “We will discuss it again,” he said.
Previously, Perum Bulog President Director Ahmad Rizal Ramdhani proposed the establishment of a Beraskita Premium programme as a new instrument to stabilise the price of premium rice, which in recent months has risen in several regions. Rizal said the proposal had been submitted in a government meeting and is now awaiting cross-ministerial discussion as well as official approval from the government.
“We are actually proposing to create Beraskita Premium. So, because premium rice is currently rising somewhat, in order to stabilise premium rice, Beraskita Premium must exist,” Rizal said when met at the Coordinating Ministry for Food office in Jakarta on Tuesday (9/6/2026).
According to him, the current price and supply conditions for medium-grade rice are relatively safe and stable. Therefore, the stabilisation focus needs to be directed towards the premium rice segment, which is experiencing price increases at the consumer level. He proposed that Beraskita Premium adopt a pattern similar to the Food Supply and Price Stabilisation (SPHP) programme. The difference is that SPHP has so far been aimed at medium-grade rice, while the new programme would target premium rice.
“Our medium rice is safe and stable, it’s just the premium rice that has somewhat increased. Earlier I gave a suggestion in the meeting to create a Beraskita Premium programme, like SPHP rice. The current SPHP is medium rice, right, so hopefully later there will be Beraskita Premium,” he said.
In Bulog’s initial proposal, the price of Beraskita Premium is set at Rp 14,900 per kilogram, equivalent to the price of SPHP rice currently circulating in the market. However, Rizal stressed that this proposal is still only a recommendation and has not become a government decision. “I have just submitted a suggestion, it hasn’t been approved yet. The hope is it can be approved so that all prices can be stabilised,” he said.
Bulog hopes the discussions on this programme can be completed soon so that price stabilisation measures can be implemented immediately. “As soon as possible, so that the public can be calm, don’t let there be a fuss like this,” he said.
This proposal emerged amidst a trend of rising rice prices still reflected in data from the Central Statistics Agency (BPS). In May 2026, the average price of rice at the mill level was recorded at Rp 13,765 per kg, an increase of 0.58% compared to April 2026’s figure of Rp 13,685 per kg. Annually, the price of rice at the mill level increased by 8.10%.
