BULOG Accelerates Distribution of Feed Corn under SPHP, Assures Adequate National Stocks
Jakarta (ANTARA) – Perum BULOG is strengthening its role in maintaining national corn supply and price stability through government-mandated programmes, including procuring corn produced by domestic farmers and distributing corn under the Food Supply and Price Stabilisation (SPHP) programme. Through the programme, BULOG supplies feed corn at Rp5,000 per kilogram to ensure farmers have access to affordable feed ingredients and to support the sustainability of the livestock sector.
The 2026 SPHP corn programme continues to make positive progress. As of 7 October 2026, deliveries had reached 185,699 tonnes, or around 76.7% of the total allocation of approximately 241,972 tonnes. The figure reflects BULOG’s commitment to accelerating distribution so that livestock farmers in more regions can benefit from the programme.
Distribution under SPHP specifically to micro-scale livestock farmers is also being accelerated. By 7 October 2026, deliveries to this group had reached 112,205,780 kilograms, or 112,205.78 tonnes, equivalent to 74.71% of the total quota of 150,171,750 kilograms, or 150,171.75 tonnes. This demonstrates BULOG’s effort to expand micro-farmers’ access to affordable feed corn, helping to reduce production costs and sustain small-scale livestock businesses.
Perum BULOG President Director Lieutenant General (Ret.) Dr Ahmad Rizal Ramdhani said in a statement in Jakarta that accelerating SPHP corn distribution was a practical measure to ensure farmers could access affordable feed ingredients while maintaining national corn supply stability.
“BULOG is fully committed to ensuring corn is available and accessible to farmers at the government-set price of Rp5,000 per kilogram. We are making the most of our entire distribution network and accelerating deliveries across regions so farmers can genuinely benefit from the programme. For us, maintaining corn stability is not only about having stocks available, but also about ensuring the continuity of farmers’ businesses as an important part of national food security,” Ahmad Rizal Ramdhani said.
So far, the SPHP corn programme has reached 151 cooperatives and livestock-farmer associations, representing a total of 7,553 farmers across Indonesia. Distribution is carried out through cooperatives and associations acting as distribution partners. Through this system, BULOG seeks to ensure deliveries reach their intended recipients and sustainably meet farmers’ needs.
While distribution is being accelerated, BULOG says government corn stocks are sufficient nationally. As of 7 October 2026, government stocks totalled 98,442 tonnes. This provides an important basis for BULOG to complete deliveries in line with the allocation.
Although national stocks are adequate, BULOG is working to distribute supplies more evenly so that each region’s needs can be met. One measure is to speed up the movement of stocks between regions through its national stock-transfer mechanism (movenas), particularly to meet demand in East Java, West Sumatra, Central Java and the Special Region of Yogyakarta. BULOG is also strengthening coordination with the government, cooperatives, livestock-farmer associations and regional offices to complete the remaining SPHP corn allocation.
“We reiterate that farmers need not be concerned, because the corn stocks managed by BULOG are more than sufficient nationally to meet the remaining SPHP distribution needs. Our focus now is to move stocks more quickly to areas that need them, so distribution issues do not prevent farmers from obtaining corn,” Ahmad Rizal Ramdhani added.
Alongside accelerating SPHP deliveries, BULOG is carrying out the government assignment to procure Government Corn Reserves (CJP) from domestic farmers. For 2026, the government has set a procurement target of 1 million tonnes, with a Government Purchase Price (HPP) of Rp5,500 per kilogram at farm level and Rp6,400 per kilogram for corn meeting quality standards at BULOG warehouses. Procurement is being strengthened through coordination with stakeholders and regional purchasing networks, supporting market certainty for farmers and bolstering national corn reserves.
By strengthening domestic procurement and government stock management, while accelerating SPHP deliveries at Rp5,000 per kilogram, Perum BULOG says it is committed to balancing the interests of farmers and livestock producers, particularly ahead of the year-end Christmas and New Year period. This integrated approach, from production to distribution, is part of BULOG’s contribution to stabilising food supplies and prices, sustaining the livestock sector and supporting national food security.
