Buleleng DPRD Targets Galian C Tax to Pursue Rp 850 Billion PAD

The Buleleng Regency Legislative Council (DPRD) is pushing for the 2027 own-source revenue (PAD) target to approach Rp 850 billion. To pursue this target, the council is targeting several revenue sources deemed still capable of being optimised, one of which is the Galian C mining sector tax.

Buleleng DPRD Chairman Ketut Ngurah Arya said the increase in the PAD target must be calculated realistically by considering economic growth, inflation, and the real potential on the ground.

“Looking at economic growth and inflation, it is only natural that we must adjust for an increase. But we must also look at the potential that can add to our PAD. Realistically, that must serve as a reference,” said Ngurah Arya after a meeting with the Regional Government Budget Team (TAPD) and the Buleleng DPRD Budget Committee (Banggar) on Wednesday (26/8/2026).

According to him, the Buleleng DPRD Budget Committee together with the regional government has discussed around eight options to increase PAD. These include Galian C taxes and levies, parking tax, hotel and restaurant PBJT, and groundwater tax (ABT).

One area of focus is the Galian C sector. Ngurah Arya said the revenue potential from this sector could reach nearly Rp 8 billion per year if business activities can be facilitated and operate in accordance with regulations.

“So there is a potential of nearly Rp 8 billion in annual revenue that we can obtain,” he said.

However, he acknowledged that tax and levy collection from Galian C still faces issues of authority and licensing. Therefore, the DPRD is encouraging the relevant regional apparatus organisations (OPD) to facilitate business operators to comply with licensing requirements.

In addition to Galian C, the Budget Committee also agreed on a number of adjustments to PAD sources. From these discussions, there was an additional amount of approximately Rp 5.194 billion.

“In conclusion, we agreed that there are several increases in Galian C from the previous Rp 750 million to Rp 2.750 billion. And all of it from Galian C is Rp 1.250 billion, plus several smaller items. So we obtained an additional figure of approximately Rp 5.194 billion,” he explained.

Ngurah Arya said the additional amount is expected to keep the PAD target in the 2027 KUA-PPAS in line with the ceiling stated in the RPJMD, which is around Rp 850 billion.

On the other hand, the Buleleng DPRD also highlighted the potential for budget efficiency in 2027. Nevertheless, the KUA-PPAS draft still projects transfer funds of around Rp 1.75 trillion and a total APBD of around Rp 2.60 trillion.

“Efficiency does not mean everything must be reduced, but rather it is more about determining what is a priority scale,” said Ngurah Arya.

He stressed that programmes included in the APBD must truly be prioritised so that the budget continues to provide maximum benefit to the community.
