The mass media recently carried reports on the government's
weak ability to control its apparatus, which resulted in a
classified report being leaked to unauthorized parties.

I have observed the same weakness of control in the East
Jakarta mayoral administration, where citizens requiring the
administration's services are the losers.

The central switchboard is manned by operators who spend much
of their time moonlighting as intermediaries in land
transactions. Incoming calls are not responded to, which
exasperates the callers. I call upon the mayor to check on the
situation because it concerns his subordinates.

Despite the abuses, I would like to thank East Jakarta's mayor
because since he took office a more orderly situation has
gradually set in.
