Building Superior Human Resources, Deli Serdang Regent Leads Mabicab and Kwarcab
Deli Serdang Regent, Asri Ludin Tambunan, has been officially installed as Chairman of the Majelis Pembimbing Cabang (Mabicab) for the Scout Movement in Deli Serdang for the 2025-2030 term. He also installed the Pengurus Kwartir Cabang (Kwarcab) and the Lembaga Pemeriksa Keuangan (LPK) of Kwarcab Deli Serdang at the Cadika Field in Lubuk Pakam.
This installation marks the Deli Serdang Regency Government’s efforts to strengthen youth development through the Scout Movement as part of building superior and character-driven human resources, in line with the Healthy Environment Development Mission.
In his address, Mabicab Chairman Asri Ludin Tambunan emphasised that this installation is not merely ceremonial but the start of real work in nurturing the younger generation.
“Even amidst the scorching heat, I hope this condition will ignite the spirit of all the elders to mobilise Scouting. I want Deli Serdang Scouting to become the best in North Sumatra in accordance with the Deli Serdang Development Mission of a Healthy Environment and to continue collaborating with the North Sumatra Provincial Scout Council,” he stated firmly in a written statement on Thursday (9/4/2026).
He also encouraged more active and scheduled Scouting activities, as well as strengthening the establishment of troops in every school.
“Every regional apparatus and school should carry out activities routinely so that the utilisation of the Cadika Field in Deli Serdang Regency is increasingly optimal, and most importantly, Scouting must become an important part in preparing the golden generation of 2045,” he added.
On the other hand, the Chairman of the North Sumatra Provincial Scout Council (Kwarda), Dikky Anugerah, revealed that they are continuously pushing for a more modern, adaptive, and efficient transformation of the Scout Movement.
“We have installed several Kwarcab, including Deli Serdang. We are carrying out the transformation of North Sumatra Scouting through strategic steps, including reducing burdensome financing,” he stated.
He also announced plans for the XI Regional Jamboree to be held in July 2026 with a more innovative concept.
“The XI Regional Jamboree is planned to be held without fees. This year’s concept is different; there will be technology-based activities such as drones and robotics, as well as a digitalised registration process in collaboration with Bank Sumut,” he explained.
According to him, today’s Scouting must be able to address the challenges of the ever-changing times.
“Scouting today is not just about knot-tying, but about shaping a younger generation that is independent, forward-thinking, and reliable,” Dikky asserted.
Meanwhile, the Chairman of Kwarcab Deli Serdang, Zainal Abidin Hutagalung, expressed his commitment to carrying out the mandate with full responsibility and in alignment with the district’s development vision.
“Thank you for the trust given to us in nurturing the nation’s generation through Scouting. We are committed to carrying out our duties with planning and implementation that remains under the guidance of Mabicab,” he said.
He also emphasised that the Scout Movement will be directed towards forming a younger generation with a strong sense of nationalism.
“We want the younger generation to have a comprehensive understanding of nationalism. With Indonesia’s ethnic diversity, our generation must not fail to understand the basics of nationhood. This becomes an important part of the nurturing we will undertake,” he explained.
Zainal also hoped for full support from Mabicab and the trainers in strengthening comprehensive development programmes.
“We request support, motivation, and input from Mabicab and the trainers so that the Scout Movement in Deli Serdang can run optimally and provide real benefits in helping realise a Healthy Deli Serdang,” he added.
