Budget for Village Cooperative Debt Bridging Available, Awaiting Himbara Invoices

The Ministry of Finance has revealed that it has prepared a budget to bridge the payment of maturing obligations for the initial stage of the Merah Putih Village Cooperative (KDMP) financing.

The Acting Director General of Fiscal Balance at the Ministry of Finance, Nufransa Wira Sakti, stated that the payments will be made through PT Agrinas Pangan Nusantara to banks within the State-Owned Banks Association (Himbara) that are due on 25 September 202scale.

However, the payment will only be processed once the Ministry of Finance receives invoices from Himbara in accordance with applicable regulations.

“Regarding the payments for KDMP, pursuant to Minister of Finance Regulation (PMK) Number 15 of 2026, the Ministry of Finance will pay after receiving invoices from Himbara,” said Nufransa during the APBN KiTA briefing on Friday (18/9/2026).

The payment relates to financing obligations involving a syndicated credit ceiling from Himbara banks of approximately Rp240 trillion.

Nufransa emphasised that although the government has prepared the budget, payments cannot be made immediately as the Ministry of Finance has not yet received the invoices from Himbara.

“Therefore, as of now, we have not received the invoices from Himbara, so we cannot process the payment yet, though the budget has already been prepared,” Nufransa explained.

According to PMK Number 15 of 2026, Himbara will subsequently receive handover documents from PT Agrinas and the Ministry of Cooperatives (Kemenkop). These documents must also be accompanied by handover minutes that have been reviewed by the Financial and Development Supervisory Agency (BPKP) or the Government Internal Supervisory Apparatus (APIP) of the respective local governments.

Under this mechanism, the Ministry of Finance will execute the payment once the invoices and required documentation are received and meet all regulatory requirements.

Nevertheless, the Ministry of Finance continues to coordinate with relevant ministries and agencies to ensure the payment process remains transparent and accountable.

“We are constantly working together with relevant ministries and agencies to ensure that transparency and accountability are maintained throughout the payment process,” said Nufransa.
