The President Director of PT Bank Tabungan Negara (Persero) Tbk (BTN), Nixon LP Napitupulu, stated that the bank has distributed mortgage financing (KPR) for 6 million housing units to the decile 3 community group throughout Indonesia. Speaking at the Jogja Financial Festival 2026 in Yogyakarta, Nixon noted that since the inception of the programme, BTN has provided subsidized mortgages for 6 million homes specifically for this category.

According to official statements released in Jakarta, the mortgage financing is targeted at helping low-income communities (MBR) within decile 3 and above. In the implementation of various government assistance programmes, decile 3 is categorised as the ‘near-poor’ group. Nixon explained that within the ten economic deciles, only deciles 1 and 2 face the greatest difficulty in accessing housing credit, whereas deciles 3 to 8 are supported through KPR interventions.

To support the poorest communities in deciles 1 and 2, who are currently unable to access banking credit for decent housing, the government provides the Self-Help Housing Stimulant Assistance (BSPS). The 2026 BSPS programme aims to target 400,000 households across Indonesia, with an allocation of IDR 20-25 million for each recipient.

To further increase access to housing finance for low-income groups, the government is currently reviewing a mortgage scheme with tenures of up to 40 years. Nixon expressed hope that this scheme would eventually be accessible to deciles 1 and 2, rather than being limited to decile 3 and above, as a method to increase housing penetration for low-income earners.

The Minister of Housing and Residential Areas, Maruarar Sirait, confirmed that his ministry is preparing regulations for the 40-year mortgage scheme following directives from President Prabowo Subianto. He stated that the government is currently conducting simulations and preparing supporting regulations before the long-term tenure policy is officially announced to the public. Sirait noted that such a move could significantly lighten monthly instalments; for example, while a 10-year instalment for a subsidized landed house is approximately IDR 1.7 million, a 40-year tenure could reduce that cost to around ID_R 800,000 to 900,000.
