BTN Has Distributed Mortgages for 6 Million Homes; Government Examines 40-Year Tenure Scheme

The President Director of PT Bank Tabungan Negara (Persero) Tbk (BTN), Nixon LP Napitupulu, stated that the bank has distributed mortgage financing for 6 million housing units serving low-income households in the third economic decile across Indonesia. He noted that mortgage financing is targeted to assist low-income households (MBR) in the third decile and above.

“For the third-decile category of customers, BTN has provided 6 million housing units in subsidised mortgages since the programme’s inception,” said Nixon LP Napitupulu at the Jogja Financial Festival 2026 in Yogyakarta.

In implementing various government assistance programmes, residents in the third decile are categorised as the near-poor group. Indonesia’s population is divided into ten economic deciles for targeting purposes.

“There are ten deciles (population groups based on economic status), so it can be said that only deciles 1-2 face the greatest difficulty in accessing housing credit, whilst deciles 3-8 receive mortgage intervention,” he explained.

To support the poorest populations in deciles 1 and 2 who cannot yet access banking credit for adequate housing, the government provides the Housing Self-Help Stimulus Programme (BSPS). The 2026 BSPS programme targets 400,000 households nationwide with allocations of Rp20-25 million for each recipient.

To enhance low-income households’ access to housing finance, the government is also examining mortgage tenure schemes extending up to 40 years.
