British Chip Firm to Train 15,000 Indonesian Engineers

The Indonesian government, through investment management agency Danantara, has forged a technology development partnership with Arm Limited. The British semiconductor company will train Indonesian engineers in semiconductor chip design technology.

The cooperation document was signed by Danantara and Arm in London on Monday, 23 February 2026 local time. President Prabowo Subianto attended and witnessed the signing of the agreement.

Coordinating Minister for Economic Affairs Airlangga Hartarto said the partnership with Arm is an effort to enable Indonesia to master semiconductor technology. “Arm is one of the companies that dominates the semiconductor market, particularly in terms of design — this is the most upstream segment of the semiconductor industry itself,” Airlangga said in a written statement on Tuesday, 24 February 2026.

According to Airlangga, Arm controls approximately 96 per cent of chip technology for the global automotive sector and nearly 94 per cent of chip design for data centres and artificial intelligence. Through this partnership, he said, Indonesia aims to accelerate its mastery of strategic technologies that have long served as the foundation for digital innovation.

Airlangga said Arm Limited will train approximately 15,000 Indonesian engineers within the industry ecosystem. “So that they can master chip design technology, and the cooperation plan will extend to the next generation of semiconductors or chips, enabling Indonesia to develop capabilities in semiconductors and design,” he said.

Airlangga described the partnership as a follow-up to President Prabowo’s directive to strengthen national technology mastery independently, complementing the government’s broader agenda of building national food security and energy security. “This is the leapfrog for the digital ecosystem,” he said.

Meanwhile, Investment and Downstream Industries Minister and head of Danantara, Rosan Perkasa Roeslani, said the partnership with Arm Limited encompasses several programmes. These include sending Indonesian experts abroad as well as bringing Arm trainers directly to Indonesia with specialised training modules.

“There are 15,000 of our engineers who will be trained by Arm, either by sending them here or by having their instructors come to Indonesia with their modules,” Rosan said.

Prabowo’s visit to London earlier this week followed a series of visits to the United States. According to the Presidential Secretariat, Prabowo arrived in London on Monday, 23 February 2026 local time to witness the signing of the Danantara–Arm Limited cooperation agreement.

During the London visit, Prabowo was accompanied by Investment and Downstream Industries Minister and Danantara head Rosan Perkasa Roeslani; Energy and Mineral Resources Minister Bahlil Lahadalia; Coordinating Minister for Economic Affairs Airlangga Hartarto; and Cabinet Secretary Teddy Indra Wijaya. The officials also accompanied Prabowo during his earlier visit to the United States.
