The statement by Jakarta Governor Sutiyoso that he did not object to his subordinates receiving money as a token of gratitude for the services they offer has invited reaction. It is no secret that the acceptance of illegal levies, bribes, grease money, etc. have been common practice among bureaucrats and their superiors overlook this culture.

Most government employees have small salaries. But many of them earn well above the amount made by managers of private companies thanks to collusion with businessmen. In fact, the central government is making a serious effort to eradicate corruption and collusion, but Sutiyoso has created a situation in which employees may accept money from the public. This practice would not stop in Jakarta as other provinces would inevitably follow suit. What a messy administration!
