Bribe to Central Java BPK over Klaten Audit Was Delayed After Muara Enim Raid
The Corruption Eradication Commission (KPK) has revealed that a bribe allegedly paid by Klaten Regent Hamenang Wajar Ismoyo to the Audit Board of Indonesia (BPK) to alter an audit report was delayed. The delay was attributed to a KPK sting operation in Muara Enim Regency concerning an alleged BPK bribery case.
Achmad Taufik Husein, acting director of KPK investigations, said the case began in April 2026, when the Central Java BPK Representative Office audited Klaten Regency Government’s 2025 financial statements.
The audit identified approximately Rp5 billion in excess honorarium payments. This comprised Rp4.16 billion in payments to speakers for regulatory outreach sessions that did not correspond to the hours worked, as well as Rp1.02 billion in excess fees for activity organisers.
Taufik said that after the findings, Hamenang and Klaten regency government inspector Agus Suprapto met BPK Central Java officials in Semarang. Those they met were Iwan Hery Setiawan, head of Central Java 3 Audit at the BPK representative office, and Ahmad Luthfi H. Rahmatullah, head of the Central Java BPK office.
“At the meeting, they discussed plans to drop two findings concerning the approximately Rp5 billion in excess honorarium payments,” Taufik said at a press conference at the KPK’s Merah Putih Building in Kuningan, South Jakarta, on Friday (16 October 2026).
Taufik said Hamenang met Ahmad Luthfi again in Semarang in May 2026 to negotiate the removal of the excess honorarium findings from the BPK’s audit of the Klaten regency government’s financial statements.
“ALU asked HWI, saying, ‘please support us with Rp600 million’. HWI did not agree and negotiated, and they eventually settled on Rp400 million. At the meeting, ALU provided the code ‘AMIDIS’,” Taufik said.
Following the negotiations, Hamenang called a meeting with Klaten regency officials, including acting regency secretary Jaka Purwanto, head of the Protocol and Leadership Communications Division Rizqan Iryawan, and head of the Klaten Regional Financial and Asset Management Agency (BPKAD), M Himawan Purnomo.
Hamenang passed Ahmad Luthfi’s ‘Amidis’ code to Rizqan Iryawan and asked him to prepare Rp400 million, in line with the agreement between ALU and HWI. Rizqan then passed on the code and the request to prepare the money to Muhammad Amin Wahyu Utomo (MAW), a private-sector party from PT Madani Winasis Creative (MWC).
“However, because of the KPK sting operation in Muara Enim concerning alleged bribery in a BPK audit, MAW’s payment to Amidis was postponed until June 2026,” Taufik said.
“Meanwhile, in June 2026, the BPK delivered its audit report to the Klaten regency government, having dropped the finding concerning excess payments to speakers, in accordance with the agreement between ALU and HWI,” he added.
The KPK previously named Klaten Regent Hamenang Wajar Ismoyo a suspect in an alleged bribery case involving the manipulation of BPK audit findings. He was named after being caught in a KPK sting operation.
At a press conference at the KPK’s Merah Putih Building in Kuningan, South Jakarta, on Friday (16 October), acting investigation director Achmad Taufik Husein said three people had been named suspects:
Hamenang Wajar Ismoyo (HWI), Klaten Regent for the 2025–2030 term;
Ahmad Luthfi H Rahmatullah (ALU), head of the Central Java BPK office; and
Muhammad Amin Wahyu Utomo (MAW), a private-sector party from PT Madani Winasis Creative.
“After finding sufficient evidence at the investigation stage, the KPK named three people as suspects,” Taufik said.
Taufik said all three suspects were immediately detained. They are being held at the KPK’s Merah Putih Building detention centre.
“The KPK has detained the suspects for an initial 20 days, from 16 October to 4 November 2026. They are being held at the Merah Putih Building branch of the KPK detention centre,” he added.
Klaten Regent Hamenang Wajar Ismoyo had earlier completed questioning by the KPK after being caught in a sting operation. He was detained after questioning, along with two others: Ahmad Luthfi, head of the Central Java BPK representative office, and M Amin Wahyu Utomo, a private-sector party.
