Bribe Fees to Process Permit Applications at Serang City's BPN Office: Rp250,000–Rp500,000
Serang State Prosecutor’s Office (Kejari Serang) has uncovered the existence of ‘tactical money’ extortion at the Land Office (Kantor Pertanahan) or the National Land Agency (BPN) in Serang City. Each permit application at Serang City’s BPN is charged an additional fee ranging from Rp250,000 to Rp500,000.
‘The suspects are alleged to have abused their power, directly or indirectly, by demanding money outside the Non-Tax State Revenue (PNBP) from the applicants for land administration services, under the term ’uang taktis’,’ said Dodo Achmad Ekroni, the head of Kejari Serang, on Wednesday (20 May 2026).
In this case, the former Head of Kantah or BPN Serang City, Taufik Rokhman (TR), has become a suspect and has been detained. In addition, there are five other officials and former officials of BPN Serang City who are also suspects.
The case being investigated by Kejari Serang concerns alleged extortion in the licensing processes from 2021 to 2026. Dodo stated that each applicant was charged up to Rp500,000.
‘Per application, the maximum is Rp500,000. Some are Rp250,000. The total loss to the public is more than Rp2 billion,’ he said.
In addition to Taufik, there is PG as the Head of the PHP Section at the ATR/BPN Serang City Office for the 2022-2023 period, AM as the Head of PHP for the ATR/BPN Serang City Office for 2023-2025, DM as the Head of PHP for ATR/BPN Serang City for 2025-2026, AD as Korsup SP at the ATR/BPN Serang City Office for 2021-2025, and GW as the Head of SP at the ATR/BPN Serang City Office for 2021-2025.
‘The case is divided into two clusters, namely the Land Rights Establishment and Registration (PHP) and the Survey and Mapping (SP) sections located at BPN Kota Serang,’ he said.
Dodo said all suspects are suspected of involvement in corruption in the licensing process at BPN Kota Serang. The case being investigated by Kejari relates to alleged extortion in licensing during 2021-2026.
‘The investigative team has found indications of corruption in the licensing processes at BPN Kota Serang conducted from 2021 to 2026,’ he said.
