Brebes Regency Government Investigates Fictitious Attendance of 3,000 Civil Servants
Allegations of illegal attendance practices involving thousands of civil servants (ASN) in the Brebes Regency Government environment have emerged following indications of attendance manipulation using an unofficial app. The local government has assured that the case is being handled openly and in accordance with applicable legal rules.
Brebes Regional Secretary, Tahroni, has assured that the handling of the scandal involving alleged cheating in ASN attendance is being carried out systematically, transparently, and accountably. Previously, Brebes Regent Paramitha Widya Kusuma revealed findings of around 3,000 ASN suspected of manipulating attendance using an illegal app within the Brebes Regency Government.
It is suspected that users paid around Rp250,000 per year to access the service, and this practice has been ongoing since 2024. Users of the illegal attendance are mostly from health workers, several officials, and teachers.
“By order of the Regent, the handling of this case is carried out in a structured, accountable manner, and in accordance with regulations,” said Tahroni in his statement on Tuesday (5/5/2026).
Tahroni explained that the local government is dividing the case handling into several steps. The Brebes Regency Regional Inspectorate, as the Internal Government Supervisory Apparatus, is leading a comprehensive examination in accordance with its authority and provisions in Government Regulation Number 94 of 2021 on Civil Servant Discipline.
“The Regional Personnel and Human Resources Development Agency is implementing disciplinary enforcement. The Communication, Informatics, and Statistics Agency is supporting the technical forensic audit of the attendance system,” Tahroni explained.
In addition to administrative steps, the Brebes Regency Government is also taking the legal route by reporting the creators and distributors of the illegal app to the Brebes Police Resort.
“The Regency Government supports the investigation and does not obstruct the deepening of any parties indicated to have violated the law,” Tahroni emphasised.
Tahroni added that the handling is being carried out in parallel through four main targets, namely law enforcement against the creators and distributors of the illegal app, ASN disciplinary examination in accordance with PP 94 of 2021, audit of regional financial losses as the basis for repaying additional employee income (TPP), and reform of the attendance system and strengthening of oversight governance.
“TPP repayment is carried out based on the results of the Inspectorate’s audit. Disciplinary sanctions are imposed proportionally based on evidence, with examinations that are equal for all indicated employees, without exception,” said Tahroni.
Tahroni stated that the initial examination phase begins from the period with documented server evidence, while deepening for previous periods will adjust to the availability of valid evidence.
At the same time, the Brebes Regency Government is also implementing system reforms through a comprehensive forensic audit, transition to a facial recognition-based attendance system, strengthening of direct superior oversight, and evaluation of work unit heads who are deemed to have failed in carrying out oversight functions.
“The Brebes Regency Government is committed to making this case a turning point for improving cleaner, more accountable personnel governance oriented towards public services that truly benefit the community,” he said.
