JAKARTA, KOMPAS.com - President of the Republic of Indonesia Prabowo Subianto is scheduled to attend the DPR RI plenary session on Wednesday (20 May 2026) to personally deliver the Macro-Economic Framework (KEM) and the Core Policy of Fiscal Policy (PPKF) for the 2027 RAPBN. The presence of the head of state in this agenda is notable because, to date, the submission of the KEM-PPKF has typically been made by the Finance Minister, as the government’s representative. If realised, Prabowo will become the first president to personally present the government’s macroeconomic and fiscal policy directions in front of the DPR RI. In addition to the KEM-PPKF for RAPBN 2027, the DPR will also discuss revisions to the second National Legislative Program (Prolegnas) for 2026 Priority Bills and hear factional views on the Police Bill (RUU Polri) proposed by Commission III of the DPR. Deputy Speaker of the DPR RI Saan Mustopa confirmed the plan for Prabowo’s attendance. “Yes, that’s the plan. So, the macro-economic framework and the core policies of fiscal policy will be delivered directly by the President,” he told reporters at the DPR building in Senayan, Jakarta, on Tuesday (19 May 2026). When asked whether this is the first time a President has delivered the KEM-PPKF directly before the DPR, Saan did not deny. “Yes, as far as I know,” he said. Deputy Speaker Sufmi Dasco Ahmad said that, based on checks he had performed, Prabowo might become the first Indonesian President to present the KEM-PPKF directly before the DPR. “I just checked a moment ago; perhaps this is the first time, yes,” he said. After inspecting the plenary chamber of the DPR/MPR at the Nusantara Building, Jakarta, Dasco added, ministers generally represent the president. Therefore there is no rule preventing a president from speaking directly; this is permissible. It is, after all, a preface to the preparation of the APBN 2026, Dasco noted. However, Dasco declined to speculate on the specific reasons behind Prabowo’s decision to attend the plenary session in person. “Don’t ask me about the reasons,” he said.
