The Provincial Government (Pemprov) of DKI Jakarta has acknowledged that cases of brawls between residents and students remain a serious challenge that has not been fully resolved. Although various prevention and enforcement efforts have been made, the root causes of brawling are considered highly complex and involve many factors.

Staf Khusus Gubernur DKI Jakarta Bidang Komunikasi, Chico Hakim, said brawls cannot be solved by just one party. According to him, the issue is intertwined with social, environmental, and family factors, as well as external influences developing in urban society.

“Brawling is not a simple problem that can be tackled by just one party. The root of the problem is complex and cross-sectoral,” Chico said on Sunday (14/6).

He explained that a number of factors trigger brawls, including a crisis of social space in densely populated urban areas, the influence of social media which often magnifies small conflicts into clashes, and a lack of positive activities for teenagers outside school hours. Additionally, the role of families and schools in character building for children is also deemed to need continuous strengthening.

Chico also highlighted external influences in the form of provocation from outside parties and the still-easy access to sharp weapons often used in brawls.

Therefore, Pemprov DKI believes that handling this issue must be carried out in an integrated and sustainable manner. “This is not a new phenomenon, but the Pemprov will not stop seeking solutions and executing prevention and countermeasure programmes,” he stated.

To suppress the number of brawls, Pemprov DKI continues to strengthen mitigation measures through enforcement approaches, social sanctions, and guidance for students and teenagers. In the aspect of law enforcement, Pemprov DKI cooperates with Polda Metro Jaya and the regional police ranks to take action against brawling perpetrators.

A number of perpetrators have been detained in various cases across Jakarta, including those found carrying sharp weapons. “The legal process is underway, and we fully support law enforcement without discrimination,” Chico asserted.

It was recorded that 20 recipients of the Kartu Jakarta Pintar (KJP) had their assistance rights revoked in 2025, increasing to 40 cases throughout 2026. According to Chico, this step is part of guidance while also providing a deterrent effect so that students do not repeat their actions.

On the other hand, Pemprov DKI also prioritises preventive measures through interactive dialogues with students, education on the dangers of brawling, strengthening extracurricular activities, and providing sports facilities as a diversion for young people.
