BRAN Seeks Simple Coordination with Agrarian Ministry to Avoid Bureaucratic Complexity

The National Agrarian Reform Agency (BRAN) does not want its establishment to make agrarian bureaucracy more complicated. It is also seeking a simple process for coordinating with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN).

“The principle is that bureaucracy must work for the people. Organisations should therefore be structured efficiently, responsibilities should be clearly defined, and coordination mechanisms should be clear. BRAN’s establishment is expected to strengthen the implementation of agrarian reform, not add bureaucratic complexity,” BRAN head Dedi Prasetyo said.

He made the remarks after meeting ATR/BPN Deputy Minister Ossy Dermawan and officials at the ministry’s Prona Hall in Jakarta on Wednesday (14 October 2026). Dedi said coordination could be simplified if the division of responsibilities was clear and duties did not overlap.

Dedi has visited ATR/BPN more than three times to refine BRAN’s organisational structure and governance arrangements. He said work on the structure was being accelerated so that BRAN could begin operating as soon as possible.

“We need to ensure that each institution’s duties and responsibilities are clearly divided, so there is no overlap, no duplication of work, and no public concern neglected because of unclear accountability,” Dedi said.

In response to Ossy’s offer of constructive input and technical support for BRAN, Dedi said he hoped the two sides could establish a straightforward coordination process.

“ATR/BPN has experience and technical capacity in land affairs that are important to this process. Communication and alignment must therefore continue so that the institutional transition proceeds smoothly,” Dedi said.

“We want to ensure that every function is assigned to the appropriate institution, with a simple and accountable coordination process,” he added.

BRAN is targeting completion of its organisational structure and other regulations governing its work by the fourth week of October 2026. The target is intended to support preparations for a planned 100-day programme beginning in November 2026.

The draft organisational structure includes four deputy areas covering the agrarian reform roadmap, land redistribution and legalisation, conflict resolution, and cross-sector coordination.
