BPS Head Amalia Adininggar Widyasanti explained that the determination of slum RW begins with the identification of slum RT, which are then aggregated into slum RW. “So we start from RT first, slum RT, then aggregated into slum RW,” said Amalia at Jakarta City Hall on Wednesday (6/5/2026). She mentioned that there are 11 main indicators in determining whether an area falls into the slum category. First, population density and second, building density. “Third, the construction of residential buildings and fourth, the condition of ventilation and lighting. Next, the fifth indicator is sanitation facilities, the sixth is waste disposal methods, and the seventh is the frequency of waste collection,” she revealed. The eighth, she said, covers the condition of water channels, the ninth the condition of neighbourhood roads, and the tenth public street lighting. “And the eleventh is the building layout,” she stated. Amalia emphasised that this approach shows that the assessment of slum conditions is not solely based on the physical aspects of buildings or density alone. Instead, it also considers the quality of the environment and basic infrastructure that affects people’s lives. “The essence is that the slum condition of a RT is not only viewed from the shape of the building and its habitability, but also from the condition of environmental facilities and sanitation,” she clarified. BPS, together with the DKI Jakarta Provincial Government, also employs a technological approach in the data collection process. In addition to field surveys, data calibration is conducted using satellite imagery to enhance the accuracy of the results.
