Jakarta – The National Agency of Drug and Food Control (BPOM) has taken action against 11 cosmetics containing dangerous and/or prohibited substances by revoking their distribution permits and temporarily halting related activities, including production, distribution, and import of the affected cosmetics.

BPOM Head Taruna Ikrar stated that these products were discovered through monitoring in the first quarter of 2026. Of the total findings, four brands are contract-manufactured cosmetics, two are local cosmetics, two are imported cosmetics, and three are cosmetics without distribution permits (TIE). All products have undergone BPOM laboratory testing and were declared not to meet safety requirements.

“BPOM has identified several dangerous and prohibited substances in these products, including retinoic acid, dexamethasone, hydroquinone, mercury, Red K10 dye, and the compound 1,4-dioxane,” he said.

The discovery of cosmetics containing these substances poses potential risks and serious impacts on public health.

Taruna explained that retinoic acid can cause skin irritation and is teratogenic to the foetus. Dexamethasone risks triggering dermatitis, acne, and hormonal disorders. Meanwhile, hydroquinone and mercury can cause permanent skin colour changes and irritation.

“Mercury can even lead to organ damage such as to the kidneys. Then, the compound 1,4-dioxane and Red K10 dye have the potential to trigger cancer. Additionally, Red K10 dye can also impair liver function,” he said.

Through its technical implementing units across Indonesia, BPOM is also cracking down on production facilities and distribution channels, including retail, and tracing the production and distribution chains.

The circulation of cosmetics containing dangerous and/or prohibited substances constitutes a violation of Article 435 paragraph (1) in conjunction with Article 138 paragraph (2) of Law No. 17 of 2023 on Health.

That article, he said, states that violators can be subject to imprisonment for a maximum of 12 years or a fine of up to Rp5 billion. This violation article applies to anyone who produces or circulates pharmaceutical preparations that do not meet standards and/or safety, efficacy, and quality requirements.
