BPN supports Pertamina in safeguarding energy security via four land instruments

From the perspective of the Ministry of ATR/BPN, there are four things in the context of energy security that we can offer to Pertamina.

Jakarta (ANTARA) - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has prepared four land and spatial planning instruments to support Pertamina in realising national energy security.

“From the perspective of the Ministry of ATR/BPN, there are four things in the context of energy security that we can offer to Pertamina,” said Deputy Minister (Wamen) of ATR/Deputy Head (Waka) of BPN Ossy Dermawan in his statement in Jakarta on Thursday.

According to him, the four instruments of support for Pertamina include spatial planning certainty, land availability, legal certainty over land and assets, and resolution of land issues.

Spatial planning certainty is the first instrument prepared by the Ministry of ATR/BPN. Deputy Minister Ossy said that land and space are two things whose existence is limited.

Meanwhile, the development of energy infrastructure continues to increase, including for food self-sufficiency, downstreaming, housing development and infrastructure.

For this reason, spatial planning certainty is needed so that energy needs can coexist with other development needs in an orderly, balanced and sustainable manner. Spatial planning certainty also serves as the basis for ease of licensing and business activities.

Furthermore, to meet land requirements, the Ministry of ATR/BPN can optimise land that is already available for energy infrastructure development.

These efforts, he said, are carried out through, among others, the utilisation of abandoned land, the use of Land Bank assets, the use of land with rights that have expired or not been extended, as well as the management of state assets and state-owned enterprises (BUMN) that have not been optimally utilised.

In addition, land acquisition can also be carried out in accordance with the provisions of laws and regulations.

“We do not always have to look for new land. In some circumstances, what is more important is how the state can optimise existing land that in reality has not been able to be utilised productively,” he said at the Sinergi Ketahanan Energi Nusantara event held by Pertamina in Yogyakarta.

The third instrument is legal certainty over land and assets. Deputy Minister Ossy stated that this legal certainty is important because energy infrastructure is a long-term investment whose land assets require a strong foundation. Legal certainty in this case is provided through land certification for Pertamina’s assets.

Lastly, an instrument that is equally important as spatial planning certainty, land availability, and legal certainty over land is the resolution of land issues.

Deputy Minister Ossy expressed the readiness of the Ministry of ATR/BPN to assist in resolving various issues that arise in the management of energy assets and infrastructure. Such as claims of problems, overlaps, land occupation, and conflicts with communities.

Resolution is carried out based on legal provisions while still opening space for dialogue to obtain equitable solutions.

The four instruments conveyed by Deputy Minister Ossy are part of the cooperation between the Ministry of ATR/BPN and Pertamina that has been established through a memorandum of understanding in December 2024.
