Director General of Dispute and Land Conflict Handling at the Ministry of ATR/BPN, Iljas Tedjo Prijono, revealed that the land is owned by PT Kereta Api Indonesia (Persero) or KAI according to Hak Pengelolaan Lahan (HPL). “It is state land stating the identity of land owned by PT KAI based on HPL Number 17 and Number 19 in Central Jakarta,” Iljas explained in a video uploaded to the Instagram account of Minister of Cooperatives and SMEs Maruarar Sirait, @maruararsirait, on Saturday (18/4/2026). According to him, HPL is valid proof of ownership under Indonesian land law. Meanwhile, the mass organisation and heirs controlling the disputed land claim to hold verponding rights. The disputed land in Tanah Abang covers 4.3 hectares divided into three locations, with the first location spanning 1.3 hectares. “Regarding this issue, normatively based on data recorded in the Ministry of ATR/BPN, the land is in the name of PT KAI, HPL Number 17 and HPL 19,” Iljas clarified. Previously, the camp of the General Chairman of the Gerakan Rakyat Indonesia Bersatu Jaya (GRIB Jaya), Rosario de Marshal alias Hercules, expressed its stance on the Tanah Abang land dispute. For information, GRIB Jaya is currently managing the disputed land as mandated by the heirs in the name of Sulaiman Effendi. They claim to hold ownership documents for the land near Tanah Abang Station in the form of Eigendom Verponding number 946 from 1923 in the name of Ilias Rajo Mentari. Deputy Head of the Legal and Advocacy Division of GRIB Jaya and the Heirs, Wilson Collin, expressed objection to being accused of illegally occupying the land. “The director (KAI President Director Bobby Rasyidin) also said that the mass organisation is occupying it illegally; this is not occupation because the heirs have reasons,” Wilson said some time ago. He emphasised that in the Tanah Abang land dispute case, the heirs of Sulaiman Effendi, who hold the Eigendom Verponding, have never once sold the land to PT KAI. “It has never been released; if it had been released, we would be squatting. Now there is no sales transaction, so how is it squatting,” Wilson stated.
