BPN Issues HPL Certificates for Tanjung Carat New Palembang Port

JAKARTA, KOMPAS.com - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has provided legal certainty over land for the construction of the New Palembang Port at Tanjung Carat through the issuance of several Management Rights Certificates (HPL) for the port area and its supporting zones.

Minister of ATR/Head of BPN Nusron Wahid stated that his ministry serves as the primary supporter in driving investments, including connectivity infrastructure projects such as ports.

This was conveyed during the Project Launching of the New Palembang Port at Tanjung Carat at Griya Agung, the Office of the Governor of South Sumatra, Palembang City, on Thursday (9/4/2026).

“The Ministry of ATR/BPN acts as the main supporter for all investment activities, as in this project. The investment project is in the connectivity sector, ports. It is hoped that with a standardised port in the future, it will trigger investments to enter,” said Nusron.

The construction project for the New Palembang Port at Tanjung Carat has been designated as a Strategic National Project (PSN) through the Regulation of the Coordinating Minister for the Economy of the Republic of Indonesia Number 16 of 2025.

During the event, a signing ceremony for the grant agreement and the handover minutes of the HPL certificates for mosaic land 5 and mosaic land 6 was also held, from South Sumatra Governor Herman Deru to Transport Minister Dudy Purwagandhi.

The process was witnessed by Nusron and Presidential Chief of Staff Ahmad Qodari.

The area of the HPL certificate for mosaic land 5 reaches 810,577 square metres, while mosaic land 6 covers 882,943 square metres.

On that occasion, Nusron also urged local governments to accelerate land registration to support the investment climate.

He mentioned that the current land registration achievement in South Sumatra is only 53.6 per cent.

“We kindly ask the Governor, Regents, let’s work together so that investments can run conducive. We also ask our ranks to speed up the land registration process so that if investors dare to enter, it’s easy and straightforward,” he said.

Meanwhile, Dudy explained that the New Palembang Port at Tanjung Carat project plays an important role in improving national logistics efficiency and strengthening Indonesia’s economic position at the global level.

“Today’s activity is the 11th milestone out of 15 milestones. I hope all these milestones can be completed before 2029,” said Dudy.

Dudy also emphasised the importance of collaboration between the central government, local government, SOEs, regional SOEs, and the private sector in completing the project according to the set targets.
