BPN: Integrated Transfer of Rights to Initiate Faster Land Services
The Director General of Rights Determination and Land Registration (Dirjen PHPT) of the Ministry of Agrates and Spatial Planning/National Land Agency (ATR/BPN), Asnaedi, stated that the implementation of the Integrated Transfer of Rights (PERINTIS), with a target completion time of a maximum of 10 days, serves as the initial stage in building faster and more integrated land services.
“Included in the 10-day PERINTIS programme are all Transfers of Rights. These include sales, grants, and exchanges—essentially everything involving PPAT Deeds. Transfer of Rights accounts for 70 per cent of services at the BPN,” said Asnaedi in a statement in Jakarta on Tuesday.
According to him, Transfer of Rights services are a cornerstone of the land service transformation because they encompass approximately 70 per cent of all services at Land Offices (Kantah).
He noted that the service transformation will be carried out gradually. Once the Transfer of Rights service is running optimally, the transformation will proceed to initial land registration, which will bring the overall transformation coverage to 80 per cent of ATR/BPN services.
Subsequently, the next stage will include services for the subdivision, merger, and separation of land parcels, ensuring that all land services are accommodated. “Once that is finalised, we will have reached 100 per cent, as mortgage rights (hak tanggungan) are already included,” he added.
He further explained that the 10-day PERINTIS programme is currently in a trial phase across 17 Land Offices, namely West Jakarta, North Jakarta, Central Jakarta, South Jakarta, Surabaya I, Malang Regency, Semarang City, Semarang Regency, South Tangerang, Batam, Pontianak, Samarinda, Badung Regency, Buleleng Regency, Makassar, Kupang, and Depok.
The implementation of this pilot project serves as a method to find the appropriate service formula before wider implementation. The trial in 17 Land Offices commenced on 17 August 2026; on 24 September 2026, an additional 24 Land Offices will be added. Furthermore, in October 2026, the 10-day PERINTIS programme is targeted to expand to 100 Land Offices.
Asnaedi stated that the Ministry of ATR/BPN aims to issue the relevant Ministerial Regulation regarding these services no later than the end of December 2026.
With these stages in place, the 10-day PERINTIS programme is targeted to be effective nationwide starting 1 January 2027, provided that the formula derived from the pilot project is deemed appropriate.
“Our hope is that the Ministerial Regulation will be released this year, at the latest by the end of December. Once the Ministerial Regulation is issued, this will apply nationally,” he added.
