Plastic wrappers -- a post office scam?

Recently, Cirebon post office has been asking us to pay Rp 1,000 for plastic wrappers used for letters coming from abroad and delivered to our address in Cirebon.

The question is whether this is an official fee stipulated by the postal authorities or it is just a scam by post office employees to force letter recipients to buy a plastic wrapper that costs only Rp 100 on the open market.

If the reason is that the wrapper is needed to protect the letter, surely it is letters to be sent abroad that need them, not the other way round?
