An auditor from the Financial and Development Supervisory Agency (BPKP), Dedy Nurmawan Susilo, stated that the state has incurred a real loss of Rp1.5 trillion in the corruption case surrounding the procurement of Chromebooks, which implicated former Minister of Education, Culture, Research, and Technology Nadiem Makarim.

Dedy assured that the state has suffered a real loss of Rp1.5 trillion due to collusion in the procurement of the devices, which allegedly benefited only one party, and emphasised that the figure is the result of a professional audit, not merely an estimate.

This fact was revealed in Dedy’s statement when asked for his opinion as an expert in the continuation of the trial for the alleged corruption case of Chromebook laptop procurement for three defendants. The three defendants are former Technology Consultant in the Ministry of Education, Culture, Research, and Technology environment, Ibrahim Arief; Director of SMP at the Ministry in 2020–2021 and Budget User Representative (KPA) Mulyatsyah; and Director of SD at the Ministry in 2020–2021 and KPA, Sri Wahyuningsih.

“I want to confirm whether you, as the head of the BPKP team along with your team, in conducting the audit that professionally states the state loss of Rp1,567,888,662,716.74 or Rp1.5 trillion in this case is a real, certain, and occurred loss? Not an assumption or potential loss? Not an estimate or assumption?” asked Prosecutor Roy Riady during the trial at the Jakarta Corruption Court, Thursday (2/4/2026).

“Yes. According to us, the loss is real and certain,” Dedy replied.

Dedy explained that the ‘real’ aspect can be assessed from the procurement that has been carried out. Similarly, the ‘occurred’ aspect is fulfilled because state funds have already been disbursed for the Chromebook procurement.

“‘Real’ relates to its occurrence, the fact of it happening. ‘Occurred’ indeed means the money has been spent, based on what? Based on data from the Ministry of Finance, there has indeed been government expenditure both at the central level in the ministry and at the regional government level through Special Allocation Funds (DAK), like that,” said Dedy.

Meanwhile, the ‘certain’ factor is fulfilled because the state financial loss calculation has been computed using methods in accordance with BPKP procedures. “Then ‘certain’, the figure has also gone through a method, a procedure as we explained earlier, we have conducted analysis, we have scrutinised it so that we obtained the accurate figure as mentioned,” said Dedy.

Dedy emphasised that this calculation of state financial loss is not from predictions or estimates. “So, its nature is not an assumption, not a prediction or estimate, but all based on evidence, based on the evidence we have obtained and analysed, like that,” said Dedy.

In the prosecutor’s indictment, the total state loss is stated to reach Rp2.1 trillion. The difference in this figure comes from the Chrome Device Management (CDM) sector. The prosecutor calculated a loss of around Rp600 billion from CDM based on a unit price of USD 38 (using the lowest price benchmark) multiplied by the total procurement of 1.5 million units.

This step was taken by the prosecutor because field facts revealed that the CDM was actually unnecessary or its benefits were not optimal for the education sector, so the entire budget spent on that feature was deemed a state loss.

The state loss in the Chromebook case reaches Rp2.1 trillion. However, this figure is divided into two different procurements, namely the procurement of Chromebook-based laptops and the procurement of Chrome Device Management (CDM). The state loss for the Chromebook procurement is estimated at Rp1,567,888,662,716.74 or Rp1.5 trillion.

Meanwhile, for the CDM procurement, the state suffered a loss of 44,054,426 US dollars or, if converted at the lowest exchange rate between 2020-2020, amounting to Rp621,387,678,730 or Rp621.3 billion. In the trial, it was revealed that the price of one unit of Chromebook laptop was only Rp3.6 million.

In this case, former Minister of Education Nadiem Makarim along with three other defendants is said to have caused a state financial loss of Rp2.1 trillion. Nadiem is charged with enriching himself by Rp809 billion. This figure is said to come from Google’s investment in Gojek or PT AKAB. Meanwhile, Mulyatsyah is said to have received SGD 120,000 and USD 150,000.

Nadiem is said to have benefited from Google’s investment, increasing his wealth to over Rp5 trillion. However, it is known that the Google Chrome OS product had previously failed in the Ministry of Education but was forced to be used again.
