BPKH: Rationalising Bipih important for fairness and long-term hajj
Jakarta (ANTARA) - Head of the Hajj Financial Management Agency (BPKH) Fadlul Imansyah has highlighted the importance of periodically rationalising the Hajj Travel Cost (Bipih) to maintain fairness for waiting pilgrims and the long-term sustainability of hajj operations.
“The determination of the BPIH (Hajj Pilgrimage Cost) should consider the financial sustainability of the hajj. In addition, the conclusions of the 2023 Commission VIII Working Committee hearing also emphasised the need for periodic rationalisation of Bipih to maintain fairness for waiting pilgrims and long-term hajj sustainability,” said Fadlul Imansyah during a working meeting/hearing between Commission VIII, the Minister of Hajj and Umrah, and the Head and Chair of the BPKH Supervisory Board at the Parliament Complex, Jakarta, on Wednesday.
He also reminded that the 2024 Indonesian Fatwa Commission had declared that using investment returns from prospective pilgrims’ initial Bipih deposits to finance the hajj of other pilgrims is prohibited.
“Therefore, the balance point we must seek together is a cost that is rational for departing pilgrims, fair for waiting pilgrims, compliant with sharia principles, and still maintains the sustainability of the hajj fund,” said Fadlul Imansyah.
“This historical data is important because it shows that the growth in the use of benefit value has historically been higher than the growth in Bipih. Therefore, the future composition needs to be maintained so as not to burden the sustainability of the hajj fund,” said Fadlul Imansyah.
Meanwhile, during the working meeting, Minister of Hajj and Umrah Mochammad Irfan Yusuf stated that the government is proposing an average BPIH for 2027 of Rp107,340,172.02 per prospective pilgrim.
“The government proposes an average BPIH per (prospective) pilgrim of Rp107,340,172.02, with a Bipih composition of Rp42,936,068.81 or 40 percent and a benefit value of Rp64,404,103.21 or 60 percent,” said Minister Irfan.
