REPUBLIKA.CO.ID, JAKARTA — The Supreme Audit Agency (BPK) has revealed achievements and strategic notes in the Semester II Examination Summary (IHPS) for 2025. The examination highlights food security and human development as the main pillars of national development.

BPK Chairman Isma Yatun conveyed this during the submission of IHPS II for 2025 to the House of Representatives leadership in Jakarta on Tuesday (21/4/2026). “The examination results reveal significant problems along with cross-ministry, agency, and SOE recommendations to synergise fragmented policies,” said Isma.

In the food security sector, BPK recorded that 2025 rice production reached 34.71 million tonnes, an increase of 13.36 percent compared to 2024. The government also absorbed 3 million tonnes of domestic rice for government rice reserves without imports.

Although the government records positive achievements, BPK assesses that strengthening coordination and data systems remains a task ahead. BPK recommends that the Coordinating Minister for Food expedite the preparation of the National Food Plan 2025–2029 as well as the National Action Plan for Food and Nutrition.

BPK also urges relevant ministries and agencies to refine the information system to form an integrated food data ecosystem. In addition, agricultural intensification and extensification planning is deemed necessary to be adjusted to real conditions and supported by irrigation infrastructure.

In the human development sector, BPK notes efforts to accelerate tuberculosis handling are starting to run in the regions. Local governments have made discovery, treatment, and prevention indicators for TB as programme targets.

BPK assesses that policy design still needs to be strengthened, particularly in cross-sectoral coordination. The Coordinating Minister for Human Development and Culture is asked to establish norms, standards, procedures, and criteria to strengthen central and regional synergy.

In the health sector, BPK recommends strengthening coordination between the Ministry of Health, BPJS Health, and the Ministry of Home Affairs to clarify the capitation mechanism in 3T regional health facilities. Meanwhile, in the education sector, improving the utilisation of Dapodik data becomes a focus to support regional policies.

In addition, IHPS II 2025 also includes examinations of the energy, fertiliser, and SOE performance sectors. The BPK Chairman stated that investigative examinations found indications of state losses of Rp274.6 billion and state loss values of Rp6.8 trillion.

IHPS II 2025 summarises 685 examination result reports. From this number, BPK records potential state financial savings of Rp42.87 trillion through the disclosure of losses, potential losses, and budget inefficiencies.
