Tulungagung has been selected as one of four pilot regions, alongside Bandung, Makassar, and Muara Enim Regency, for these new healthcare implementations.

Tulungagung, East Java (ANTARA) - BPJS Kesehatan supports the trial of a competency-based referral system, Standard Inpatient Classes (KRIS), and the iDRG (Indonesian Diagnosis Related Groups) payment scheme in Tulungagung to expand service access and enhance the quality of care for National Health Insurance participants.

This commitment was stated by the Deputy Director of Quality Management and Healthcare Facility Cooperation at BPJS Kesehatan, Arief SyaMBuddin, during an advocacy session for the implementation of the Competency-Based Referral System (RBKP), KRIS, and iDRG in Tulungagung Regency, East Java, on Friday.

He stated that BPJS plays a role in overseeing coordination between healthcare facilities and ensuring the readiness of the JKN programme implementation during the trial period.

“We fully support the efforts made by the government. This trial requires the readiness of all parties, especially primary healthcare facilities, in determining more effective referral directions. The hope is that service quality will increase and public access to healthcare services will become more open,” he said.

As part of the implementation preparations, the Ministry of Health and BPJS Kesehatan conducted inspections of several healthcare facilities representing various levels of service, namely RS Putra Waspada, RSUD dr. Iskak Tulungagung, Poliklinik Kesehatan 05.09.09 Tulungagung, and Puskesmas Kauman.

The inspections were carried out to ensure the readiness of human resources, infrastructure, supporting systems, and service workflows for the application of RBKP, KRIS, and iDRG.

The Director General of Advanced Health at the Ministry of Health, Azhar Jaya, stated that Tulungagung was deemed ready to conduct the trial based on simulation results and field evaluations.

“We see that the system is functioning well and hospitals are ready to receive referred patients according to the service competence they possess,” he said.

RBKP is a new referral system that directs patients to hospitals based on available service capabilities and medical competence, rather than solely based on hospital type.

Meanwhile, KRIS serves as the new standard for inpatient services for JKN participants, while iDRG is being prepared to replace the INA-CBG’s payment system currently used in healthcare service financing.

The Acting Governor of East Java, Emil Elestianto Dardak, assessed that the transformation of the healthcare service system will make it easier for the public to obtain more accurate and rapid referral services according to medical needs.

“Tulungagung is expected to serve as an example and a learning resource for other regions in preparing the implementation of a competency-based healthcare service system,” he said.

The Acting Regent of Tulungagung, Ahmad Baharudin, stated that the local government is ready to support the needs of healthcare facilities during the trial process to ensure that services to the community continue to run optimally.
