Jakarta, CNBC Indonesia - BPJS Ketenagakerjaan participants do not have to resign from their jobs to withdraw part of their Jaminan Hari Tua (JHT) balance. This provision is regulated in Article 22 of Government Regulation (PP) Number 46 of 2015, which has been updated through PP Number 60 of 2015.

Under this regulation, active participants can withdraw their JHT balance partially, namely 10% or 30%.

The maximum 30% withdrawal is specifically for home ownership, either in cash or through credit. Meanwhile, the 10% allocation is intended for other purposes as preparation for retirement.

However, to apply for this partial withdrawal, participants must meet the main requirement of having a minimum membership period of 10 years.

The document requirements for partial claims (10% and 30%) are as follows:

Partial Claim 10%

  • BPJS Ketenagakerjaan (BPJAMSOSTEK) participant card.

  • E-KTP or other official identity document.

  • NPWP (mandatory for balances above Rp 50 million or for those who have previously filed a partial claim).

Note: Partial withdrawal may trigger progressive tax on subsequent JHT withdrawals if the interval between withdrawals exceeds 2 years.

Partial Claim 30% (Cash Home Purchase)

  • BPJS Ketenagakerjaan participant card and E-KTP.

  • Perjanjian Pengikatan Jual Beli (PPJB) or Akta Jual Beli (AJB).

  • NPWP (if balance is above Rp 50 million).

Partial Claim 30% (Credit/Mortgage Scheme)

  • BPJS Ketenagakerjaan participant card and E-KTP.

  • NPWP (if balance is above Rp 50 million).

  • Banking documents: credit offer letter/mortgage agreement, photocopy of standing instruction, participant’s bank account, and a statement of outstanding debt/remaining loan (according to the purpose of financing/repayment).

  • In the name of a spouse: must attach spouse’s KTP/Family Card and a statement letter that the asset was purchased in the name of the legal spouse.

General Criteria for JHT Withdrawal

In addition to partial claims, the JHT balance can be withdrawn in full if one of the following criteria is met:

  • Reaching retirement age (56 years or according to the company’s collective labour agreement).

  • End of a fixed-term employment contract (PKWT).

  • Ceasing business for non-wage earners (BPU).

  • Resigning or being affected by termination of employment (PHK).

  • Leaving Indonesia permanently.

  • Total permanent disability or death.
