BPJS Ketenagakerjaan and Tadulako University Strengthen Synergy for Social Security Development
The Social Security Administering Body for Employment (BPJS Ketenagakerjaan) has reinforced its strategic collaboration with higher education institutions by signing a Memorandum of Understanding with Tadulako University. The agreement focuses on education, research, and community service related to the employment social security programme.
The MoU was signed by BPJS Ketenagakerjaan’s Director of Human Capital and General Affairs, Harjono Siswanto, and Tadulako University Rector, Amar, at the university building in Palu, Central Sulawesi, on Thursday (11/6).
Harjono Siswanto stated that the cooperation serves as a foundation for both parties to strengthen synergy between the employment social security programme and higher education, while supporting the implementation of the Tridarma Perguruan Tinggi (Three Pillars of Higher Education). He noted that the partnership follows the Grand Launching of the Social Security Curriculum (Kurjamsos) held in August 2025 by the Coordinating Ministry for Human Development and Cultural Affairs. In that national programme, Tadulako University demonstrated a tangible commitment to implementing Kurjamsos to build awareness and understanding of social security from the higher education level.
“Higher education institutions play a crucial role in producing excellent human resources ready to enter the workforce. Therefore, we view universities as strategic partners in instilling understanding of workers’ rights and protections through the employment social security programme,” Harjono said.
He explained that the collaboration not only focuses on strengthening protection for campus workers but also opens space for joint research, studies, and curriculum development on employment social security. Through this synergy, BPJS Ketenagakerjaan hopes to generate innovations and ideas that can support the strengthening of Indonesia’s employment social protection system.
Harjono also appreciated Tadulako University’s commitment, which since April 2017 has provided employment social security protection to its contract workers. To date, 353 contract workers are covered under the Work Accident Insurance (JKK) and Death Insurance (JKM) programmes. “Going forward, we hope protection can reach the entire campus ecosystem, including lecturers, education staff, support staff, interns, and participants in research and community service activities. The campus should not only be a centre of academic excellence but also a safe, productive, and protected environment,” he added.
He emphasised that the collaboration aligns with BPJS Ketenagakerjaan’s 3C strategy: Coverage through expanding protection in the campus ecosystem, Care through easier and more responsive services, and Credibility through strengthening research, governance, and knowledge-based innovation. In the long term, BPJS Ketenagakerjaan envisions seamless protection, where social protection is automatically embedded in every stage of a person’s life.
Meanwhile, Tadulako University Rector Prof. Amar welcomed the signing as a strategic step to strengthen collaboration between higher education and the national social security provider. He described the partnership as an important momentum to expand academia’s contribution in supporting an inclusive and sustainable social protection system. “Today marks a strategic step in strengthening the relationship between education and the national social security provider. We hope this MoU will be promptly followed up with cooperation agreements and programme implementations that have a direct impact on society,” he said.
Amar explained that the cooperation is expected to deliver various collaborative programmes that provide tangible benefits for the academic community and the wider public. Beyond reinforcing understanding of the importance of employment social security, the partnership can support the Tridarma Perguruan Tinggi through education, research, and community service activities. He added that Tadulako University is open to broad collaboration with BPJS Ketenagakerjaan, including through research development, academic studies, community service programmes, and thematic Community Service Programmes (KKN) that can serve as a means of education and improving social security literacy among the public.
Through this cooperation, Tadulako University hopes to build a long-term partnership capable of strengthening the welfare of the academic community, raising public awareness of the importance of social protection, and supporting the realisation of a healthy, productive, competitive, and protected Golden Indonesia Generation 2045.
Head of the BPJS Ketenagakerjaan Regional Office for Sulawesi Maluku, Suci Rahmad, who was also present, welcomed the collaboration. He stated that the partnership with Tadulako University is a strategic step to expand social security literacy among the younger generation while encouraging the development of studies and innovations that support the expansion of worker protection in eastern Indonesia.
