BPJS Kesehatan targets 23.5 million additional active members by 2027
BPJS Kesehatan has stated that it aims to add 23.5 million active participants by 2027 to achieve an 88 per cent active membership coverage rate.
Speaking in Cimahi on Wednesday, the President Director of BPJS Kesehatan, Prihati Pujowaskito, noted that the current active membership rate stands at 80.6 per cent. He expressed hope that if a Presidential Regulation regarding the removal of arrears is implemented, those 23 million individuals could immediately become active members, thereby meeting the 2027 target.
According to Prihati, even a one per cent increase in the active membership rate requires significant effort. He mentioned that BPJS Kesehatan’s capacity to add active members has typically ranged between 4 to 5 million people per year; however, the agency now faces a target of 23.5 million new active participants by 2027.
He explained that while BPJS Kesehatan currently covers 98.6 per cent of the Indonesian population, approximately 54 million individuals are inactive members. The primary issues identified are a lack of willingness to pay and an inability to pay. He noted that some individuals only pay when they are ill, while others face difficulties due to incorrect data classification, such as being placed in a higher wealth decile and subsequently losing their subsidies.
Consequently, he hopes that the Presidential Regulation concerning the removal of arrears will be signed promptly. Moving forward, the agency will also ensure that healthcare service procedures produce measurable impacts, focusing not just on the number of patients treated, but on the quality and experience of patient care.
Prihati emphasised that collaboration between stakeholders is essential to ensure the National Health Insurance (JKN) programme is implemented in accordance with the law. He noted that the seventh priority development programme directly mentions the improvement of BPJS Kesehatan and the availability of medicines, which aligns with Sustainable Development Goals (SDGs) numbers one and four regarding poverty reduction and prevention.
