BPJS Kesehatan: JKN Participants Still Entitled to Care Despite Full Wards
Jakarta - BPJS Kesehatan has stated that active participants in the National Health Insurance (JKN) programme are guaranteed healthcare services in accordance with their rights and prevailing regulations, and that hospitals are obliged to provide services meeting government standards. Head of Public Relations at BPJS Kesehatan, Rizzky Anugerah, made the statement in Jakarta on Wednesday, responding to the death of a JKN participant who had recounted on the Threads platform waiting eight hours without receiving a room. Rizzky expressed deep condolences over the participant’s death. “What we need to stress is that as long as a participant is actively registered in the JKN Programme and meets medical indications, their healthcare is guaranteed by BPJS Kesehatan, and cooperating health facilities are required to provide the necessary health services,” Rizzky said. Rizzky explained that partner hospitals, as health facilities, also have an obligation to provide services according to service standards and government regulations, including delivering easy, fast, equal, and non-discriminatory care to all patients, including JKN participants. Furthermore, he said, although hospitals have a bed management mechanism for inpatient care adjusted to available capacity and patients’ medical conditions, JKN participants are entitled to receive healthcare services according to medical indications and their class entitlements. “Minister of Health Regulation Number 28 of 2014 concerning Guidelines for the Implementation of the National Health Insurance Programme stipulates that if an inpatient room corresponding to a participant’s entitlement is unavailable, the hospital may place the patient in an inpatient room one level above their entitlement for a maximum of three days without additional charges,” he said. To improve ease of information access for participants, the agency also provides a Bed Availability Information feature on the Mobile JKN application. He mentioned that this feature allows participants to independently monitor bed availability at hospitals before accessing health services. BPJS Kesehatan also continues to encourage partner hospitals to update bed availability data regularly so that the information received by participants remains accurate. BPJS Kesehatan has also deployed BPJS SATU! (Siap Membantu) officers at partner hospitals to provide information, assistance, and help find solutions to various obstacles faced by participants during the service process. “Going forward, we hope that coordination and synergy among stakeholders in the JKN ecosystem can continue to be enhanced, both between BPJS Kesehatan, health facilities, and other related parties,” he said.
