BPJS Kesehatan ensures JKN participants receive services without additional costs
Batam (ANTARA) - BPJS Kesehatan President Director Prihati Pujowaskito has assured that participants in the National Health Insurance (JKN) programme receive healthcare services in accordance with standards, while also being protected from the burden of medical costs as long as the services received are covered by the JKN Programme.
“This is financial protection, so going forward BPJS Kesehatan will always convey the paradigm shift from volume-based to value-based,” said Prihati Pujowaskito during a visit to Batam Business Entity Hospital (RSBP Batam), Riau Islands (Kepri), on Friday.
During the visit, he also held dialogues with five RSBP Batam patients from various membership segments, namely wage-earning participants, self-employed participants, and Contribution Assistance Recipients (PBI).
He asked the patients about their experiences while receiving services, including the ease of the process, the speed of service, and the possibility of discrimination based on membership status.
“Of the five I asked, all five said it was good, and all five stated that BPJS is very, very beneficial,” he said.
According to him, direct feedback from patients is one way to ensure that services provided by health facilities are in line with the standards and regulations set by the government.
He also stressed the importance of financial protection so that participants do not incur costs for services that are indeed covered by JKN.
He said this function is an important part of the JKN programme’s existence, considering that healthcare costs can be a burden on the public and risk causing someone to fall into poverty when they lack adequate protection.
Going forward, BPJS Kesehatan is encouraging a paradigm shift in financing from being based on service volume (volume-based) to being based on the value or quality of services (value-based).
He explained that the value-based approach places patient outcomes as one of the main measures, rather than simply the number of medical procedures provided.
“Value means the patient recovers at the most efficient cost possible,” he said.
With this approach, the agency not only acts as a passive payer, but also encourages the selection of quality healthcare services that suit patients’ needs.
“So we will no longer be just a passive payer, but a payer that selects the quality of services that suit the patient’s needs, so that healthcare services are more targeted,” he said.
Meanwhile, BP Batam Member/Deputy for Public Services Ariastuty Sirait said RSBP Batam continues to strive to improve the quality of healthcare services for the public amid the budget efficiency challenges faced by government hospitals.
She said RSBP Batam’s performance is also showing positive development. This year, the hospital’s revenue increased by 14.13 percent.
The increase, she said, was driven in part by rising revenue from the Emergency Department (IGD) and services through BPJS Kesehatan.
“However, we do not view these figures solely as a financial achievement, but rather as reflecting the improvement of the service organisation and public trust in RSBP Batam,” she said.
According to Ariastuty, the increase in public trust must be accompanied by a responsibility to maintain and improve service quality.
Therefore, improvements in hospital performance must go hand in hand with improvements in the quality of healthcare human resources, good governance, and services that are easy, fast, safe, and humane for patients.
She said BPJS Kesehatan is one of RSBP Batam’s strategic partners in improving the quality of services for JKN participants.
“Because in the end, behind the regulatory system, behind the claims, there are patients and families who place their hopes in us to receive the best possible service,” said Ariastuty.
