BPJS Kesehatan Accelerates Implementation of Integrated SATUSEHAT Electronic Claims
BPJS Kesehatan officially signed a Joint Circular Letter (SEB) regarding the Acceleration of the Implementation of Integrated SATUSEHAT Electronic Medical Records (RME) for JKN Claim Management on Thursday, 30 July 2026. The circular was signed in collaboration with the Ministry of Health, the Ministry of Home Affairs, the Corruption Eradication Commission (KPK), and the National Cyber and Crypto Agency (BSSN).
Through this circular, hospitals partnered with BPJS Kesehatan are encouraged to transition from claim processes based on scanned PDF documents to electronic claims based on RME data. Aminudin, Deputy for Prevention and Monitoring at the KPK, stated that the circular establishes technical standards to ensure that RME becomes the sole valid, complete, and auditable source of JKN claim documents. He explained that this policy will enter a transition or trial phase starting in August 2026.
As of May 2026, the KPK noted that 2,400 hospitals had already submitted data for six RME services to the SATUSEHAT platform. “At this stage, hospitals are adjusting their systems, testing data transmission, implementing electronic signatures, and simulating electronic claims without disrupting the continuity of healthcare service payments. Subsequently, the implementation will be re-evaluated. If deemed ready on a national scale, the ‘No RME, No Claim’ policy is targeted to be fully effective in 2027,” said Aminudin.
Electronic Medical Records (RME) based on the National Identity Number (NIK) connect patient identities, diagnoses, procedures, medications, healthcare professionals, service times, and other supporting documents into a single digital footprint. This integration can assist in detecting potential patient data manipulation or irregular claim patterns.
Meanwhile, the Director of Planning and Development at BPJS Kesehatan, Sutopo Patria Jati, stated that the implementation of RME integrated with SATUSEHAT is expected to achieve a more effective, efficient, transparent, and accountable claim verification governance. Additionally, it can reduce the risk of administrative errors and potential fraud in the claim submission process by hospitals.
“Together with the Ministry of Health, we are ready to support the use of RME data integrated with SATUSEHT. The implementation of this policy is being carried out gradually and will not disrupt hospital service processes for participants. This integration is one of the efforts to strengthen fraud prevention mechanisms within the JKN Programme, ensuring that the claim verification and payment process is more accurate and transparent,” he said.
