BPJS Kesehatan Accelerates Active Membership Growth

BPJS Kesehatan is pursuing two challenging targets: reaching populations in frontier, outermost, and disadvantaged (3T) areas and increasing active participant rates to 83.5%. To achieve these goals, the agency is maximising its VIOLA programme and mobile BPJS Keliling service. “BPJS Kesehatan’s active membership currently stands at 80.6% out of a coverage of 286 million people. Our target in the 2025-2029 National Medium-Term Development Plan (RPJMN) is 83.5%. This is an effort full of challenges because of the distances involved,” said BPJS Kesehatan President Director Prihati Pujowaskito in Jakarta on Monday (13/7). VIOLA is a non-face-to-face service channel based on video conferencing that connects the public with BPJS Kesehatan officers in real time for JKN membership administration, information, and complaint handling. In its implementation, BPJS Kesehatan coordinates with stakeholders in 3T areas to facilitate video conferences at health facilities, village/sub-district/district offices, schools, and other locations. During January-May 2026, there were 218,729 uses of VIOLA. The most common locations for VIOLA implementation were community health centres (Puskesmas), while the most utilised service types were information services and changes to primary health facility (FKTP) data. The JKN participant segment that most frequently used VIOLA was recipients of Health Insurance Contribution Assistance (PBI JK). Meanwhile, BPJS Keliling is a proactive outreach service that the public can use to access information, manage administration, and submit complaints regarding JKN. “Therefore, we launched two programmes under this channel, namely VIOLA and BPJS Keliling. The number of VIOLA units has reached 176 and BPJS Keliling has reached 376. This is our effort to get closer to all participants and people who are not yet active,” he explained. Prihati said his agency is also collaborating with various stakeholders and strategic partners to implement both programmes, including the Merah Putih Cooperative (KMP), which has nearly 85,000 units corresponding to the number of villages by providing internet access. The benefit is that they can install VIOLA and communicate directly with BPJS headquarters, services, branches, and other BPJS offices. “We will continue to work with KMP in line with the growth in the number of active KMP units. Currently, it has reached 30,000, heading towards 85,000,” he concluded.
