Secretary of the Halal Product Assurance Organising Body (BPJPH), Muhammad Aqil Irham, has stressed the importance of strengthening the institutional capacity of Halal Product Process Assistance Institutions (LP3H). This is considered a key factor in improving the quality of halal certification assistance services for Micro and Small Enterprises (UMK). The strengthening covers institutional aspects, organisational governance, and human resource development to ensure LP3H can optimally carry out its duties and functions.

According to regulations, LP3H not only provides Halal Product Process Assistants (P3H) for business actors but also holds the strategic responsibility of recruiting, training, developing, and supervising the performance of these assistants. Therefore, institutional strengthening is a prerequisite for delivering professional and accountable services.

Aqil conveyed this during the opening of an LP3H Development event organised by the Lampung Province Halal Product Assurance Centre at UIN Raden Intan Lampung. The event was attended by leaders and representatives from 15 LP3H in Lampung Province. He stated that LP3H must build strong organisations supported by good governance and a sustainable human resource development system.

He explained that the success of halal certification, particularly through the self-declare mechanism, heavily depends on the quality of assistance provided by P3H in the field. LP3H must ensure that every assistant has adequate competence, upholds integrity, and performs duties professionally in accordance with laws and regulations.

Aqil described LP3H as a ‘home for development’ for Halal Product Process Assistants, where their role does not stop at recruitment but includes continuous development to enhance capacity, competence, integrity, and professionalism. He noted that quality assistants will produce quality performance in halal certification services.

To achieve this, LP3H must transform into professional, accountable, and adaptive institutions that can respond to developments in halal product assurance. Good governance and quality human resources are the main foundations for maintaining service quality nationwide. Aqil also encouraged LP3H to collaborate with regional stakeholders to provide education and facilitate financing for UMK certification, rather than solely relying on the limited SEHATI programme quota.
