BPIP Proposes Rp343 Billion Additional Budget for Pancasila Training Centre

The Pancasila Ideology Development Agency (BPIP) has proposed an additional budget of Rp343 billion for the construction of a centralised education and training facility for Pancasila ideology. BPIP Head Yudian Wahyudi stated the agency received an indicative budget ceiling of Rp141.06 billion for the 2027 fiscal year, comprising Rp10 billion for ideology development programmes and Rp131 billion for operational expenses. BPIP has requested a total additional allocation of Rp370.45 billion, with a further Rp343 billion specifically earmarked for the training centre’s facilities and infrastructure. The facility is intended for the education and training of high-ranking and middle-ranking officials, totalling 20,767 individuals, as well as for the centralised training of the national flag-hoisting troop (Paskibraka). The project is estimated to require seven hectares of land.

During a hearing with House Commission XIII, PDI-P faction member Rieke Diah Pitaloka questioned the proposal, highlighting the current strained fiscal conditions. She noted the Rp343 billion request represents 67 percent of BPIP’s total proposed budget and exceeds the allocation for its core ideology development programme. Pitaloka pointed out that Presidential Regulation No. 7 of 2018 mandates the implementation of education and training, not the construction of new physical facilities. She announced the commission’s decision to postpone approval of the training centre budget pending a comprehensive needs assessment, cost-benefit analysis, and evaluation of existing state-owned training facilities.

In a separate hearing, the Supreme Court (MA) requested an additional Rp10.303 trillion for the 2027 fiscal year. Secretary Sugiyanto explained that the court’s indicative ceiling of Rp16.959 trillion is largely consumed by basic operational costs, leaving limited fiscal space for infrastructure development, digital transformation, and public service improvements. The requested additional funds would cover employee entitlements, operational expenses, and capital expenditure for constructing and rehabilitating court buildings, building judges’ residences, and procuring technology infrastructure to modernise judicial services.
