President Prabowo Subiates officially launched the Indonesian Investment Management Agency, known as BPI Danantara, on 24 February 2025. This agency was established to optimise national wealth through strategic investments.

BPI Danantara was formed based on the third amendment to Law No. 19 of 2003 concerning State-Owned Enterprises (BUMN). The revision of Law 19/2003, which became law during the DPR plenary session, includes the regulation of the duties and functions of BPI Danantara as an Investment Management Agency.

The formation of BPI Danantara is described as a concrete step in realising the mandate of Article 33 of the 1945 Constitution. Danantara is an abbreviation for ‘Daya Anagata Nusantara’, where ‘Daya’ means energy or strength, ‘Anagata’ means the future, and ‘Nusantara’ refers to the Homeland.

As an investment management agency, BPI Danantara will invest capital derived from natural resources and state assets into various sustainable projects, focusing on non-state budget (non-APBN) investments.

BPI Danantara will act as the executor for State-Owned Enterprises (BUMN). Its duties include managing BUMNs, managing dividends from investment holdings, operational holdings, and BUMNs, as well as approving the increase and/or decrease of state capital participation in BUMNs sourced from dividend management.

Furthermore, it will play a role in approving BUMN restructuring, including mergers, consolidations, acquisitions, and separations, as well as forming investment holdings, operational holdings, and BUMNs. It will also ratify and consult with the DPR regarding the work plans and budgets of investment and operational holding companies.

With the presence of BPI Danantara, dividends from BUMNs will be directly allocated to the agency for investment. The profits generated from investments managed by BPI Danantara from BUMN dividends will subsequently serve as a funding source to finance various government programmes.

BPI Danantara is a state-owned investment fund consisting of financial assets such as shares, bonds, real estate, or other financial instruments. Such funds are typically established by nations with large foreign exchange reserves, often derived from commodity revenues such as oil or natural gas.

BPI Danantara has various objectives, including stabilising the economy, creating savings for future generations, and providing a buffer during economic downturns or financial crises. One of its primary functions is to mitigate the impact of commodity price fluctuations on the national budget and economy.

The background of BPI Danantara lies in the fact that financial crises, such as that in 1999, are common phenomena in economic history, often triggered by a combination of systemic vulnerabilities, market dynamics, and policy responses.

Various factors contribute to the recurrence of these financial crises, including political and policy factors that trigger such instability. Specifically, a well-managed BPI Danantara can play a crucial role in maintaining stability during financial crises.

As a sovereign wealth fund, BPI Danantara is a long-term investment fund owned by the state with clear objectives. The formation of this fund has two main purposes: first, to protect state revenue from the volatility of export commodity prices; and second, to assist the state in managing its revenues over time to ensure a better future for subsequent generations.

BPI Danantara offers various economic and financial benefits. It can help Indonesia avoid periods of economic ‘boom and bust’; additionally, it facilitates the accumulation of savings and the intergenerational transfer of fiscal surpluses derived from commodity exports and the privatisation of BUMNs.

BPI Danantara also allows for a broader, more return-oriented portfolio diversification compared to the reserve assets typically managed by central banks, thereby reducing the opportunity costs of those reserves. Despite challenges related to regulation and transparency, such funds are becoming increasingly important as players in the financial sector and forces shaping the global economy.

The primary goal of establishing BPI Danantara is to protect public finances and the national economy from sudden fluctuations in the prices of basic commodities, particularly oil and minerals, and to ensure monetary stability during financial crises. It also serves as a savings vehicle for future generations, aiming to transform non-renewable assets into diversified investment products, while also driving national production potential through the financing of socio-economic projects.

BPI Danability plays a vital role in macroeconomic stability and management, and is capable of coordinating with other government institutions. The assets generated by BPI Danantara can influence public finance, monetary strategy, and the national balance sheet.

In general, BPI Danantara can play a role in managing political aspects. Its role in monetary policy may be impacted by sharp fluctuations in fiscal revenue and procyclical implications for aggregate demand, which typically affects inflation and exchange rates. Variations in exchange rates can be mitigated by investing BPI Danantara’s resources abroad.

The establishment of BPI Danantara reflects Indonesia’s ability to adapt to changing economic and geopolitical conditions. The growing prominence of this entity underscores the importance of understanding its functions and governance structure.
