BPHTB Verification Slashed to 3 Days, Land Title Transfer to 10 Days
The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, together with the Minister of Home Affairs (Mendagri), Tito Karnavian, signed a Joint Circular (SEB) regarding the acceleration of verification and validation of Land and Building Title Transfer Tax (BPHTB) payments in the regions. The signing took place at the Ministry of Home Affairs office in Jakarta on Monday (10/08/2026).
The SEB stipulates a maximum time limit of three days for BPHTB verification and validation to support the acceleration of Title Transfer services. “One of the bottlenecks causing lengthy Title Transfer services currently is the verification or validation of BPHTB payments in each regional government. With the SEB, BPHTB verification or validation takes only three days and uses a positive fiction approach. This means that if it is not verified within three days, it is deemed approved,” Nusron stated.
Nusron explained that the implementation of the three-day time limit is part of the service transformation for Title Transfer, which the Ministry of ATR/BPN targets to complete within a maximum of 10 days. Previously, the BPHTB verification and validation process in each region was not uniform, making it one of the stages that slowed down the title transfer process.
With the acceleration of BPHTB verification and validation, the Title Transfer process will proceed with the making of the Sale and Purchase Deed (AJB) within a maximum of two days. Subsequently, the applicant’s file will be processed at the Ministry of ATR/BPN for up to five days. With this time allocation, the entire Title Transfer process is targeted for completion within a maximum of 10 days.
“We truly want to transform service delivery, providing ease of service to the public,” Nusron said. The 10-Day Title Transfer Service will be implemented in 17 Land Offices (Kantah) starting on 17 August. “As a gift for Indonesia’s Independence, starting 17 August 2026, we will launch the Title Transfer service with a maximum of 10 days. The first phase will be in 17 regencies/cities, then the following week on 24 August, an additional 24 regencies/cities will be added,” Nusron revealed.
If it proceeds according to target, the 10-Day Title Transfer service can be utilised by the public in 41 regencies/cities by the end of August 2026. The Ministry of ATR/BPN is targeting the expansion of this service to 76 regencies/cities within the next three months, which proportionally covers around 70% of total land services.
On the same occasion, the Minister of Home Affairs, Tito Karnavian, committed to strengthening coordination to accelerate land services. The SEB he signed today is considered to provide a legal umbrella for regional governments and the Ministry of ATR/BPN to integrate data, thereby simplifying and accelerating BPHTB payments. “Now there is a legal basis regarding the technical aspects of what regional governments and BPN at the regency and city levels must do. Please coordinate on the ground, integrate data, and accelerate the BPHTB process. BPHTB revenue also increases Regional Original Revenue (PAD),” Tito Karnavian stated.
The signing of the SEB was witnessed by the Head of the Central Statistics Agency (BPS), Amalia Adininggar Widyasanti; the Deputy Minister of Home Affairs, Ribka Haluk; as well as High-Level and Primary Leadership Officials from the Ministry of ATR/BPN and the Ministry of Home Affairs. The ceremony was also attended online by representatives from regional governments, Land Offices, and related ministries/institutions from across Indonesia.
