Jakarta (ANTARA) - The Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) states that Tasikmalaya Regency and City in West Java are ready to implement the issuance of fuel purchase recommendation letters through the XStar application 100 percent.

“Based on the data we have, West Java Province, particularly Tasikmalaya, is ready for the implementation of issuing recommendation letters through the XStar application 100 percent. This means there will no longer be manual issuance of recommendation letters,” said BPH Migas Committee Member Erika Retnowati during the Technical Guidance (Bimtek) on Subsidised Fuel Services Using Recommendation Letters in Tasikmalaya, West Java, on Tuesday (28/4/2026).

In her statement received in Jakarta on Thursday, Erika said the government is constantly ensuring the availability and smooth distribution of subsidised and compensated fuel on target, in the right volume, and for the right use.

One of the steps taken is the utilisation of information technology through the XStar application, which was initiated by BPH Migas.

According to her, since February 2024, cities and regencies in various regions have gradually begun using the XStar application to issue recommendation letters (surkom) online for consumer users, such as farmers, fishermen, micro, small, and medium enterprises (MSMEs), and public services.

This is reinforced by the change from the microsite system of PT Pertamina Patra Niaga, which was previously used to create recommendation letters manually, now closed and switched to the XStar application.

“We are grateful that in Tasikmalaya, the transition to using the XStar application has gone well and smoothly. This is an important step to make services to the public faster and more accurate,” Erika said.

The use of XStar is an implementation of BPH Migas Regulation Number 2 of 2023, as last amended by BPH Migas Regulation Number 4 of 2025, on the Issuance of Recommendation Letters for the Purchase of Certain Types of Fuel and Special Assignment Fuels.

On Monday (27/4/2026), during the same bimtek, BPH Migas Committee Member Eman Salman Arief emphasised that the use of the XStar application provides convenience for the public and local governments in the recommendation letter issuance process, while also facilitating businesses in distributing subsidised fuel.

He also reminded that subsidised fuel contains state funds distributed to the public and must be accountable for its use.

Therefore, the use of subsidised fuel must be on target and in the right volume.

“To respond to that, BPH Migas as the regulatory body has established provisions as technical rules, which will serve as guidelines for stakeholders in field implementation,” he said.

Meanwhile, Deputy Chairman of Commission XII of the DPR, Dony Maryadi Oekon, emphasised the importance of supervising national energy distribution, especially subsidised fuel, to ensure it remains available to those entitled to receive it.

He also reminded of the global energy situation facing pressures due to the world’s geopolitical conditions, which impact oil prices.

“The government continues to strive to keep subsidised fuel prices stable and ensure energy supplies remain available. However, the public also needs to participate in saving and using energy wisely,” he said.

Assistant for Economy and Development of the Tasikmalaya Regency Regional Secretariat, Asep Gunadi, said this bimtek helps local government and the public understand the flow, mechanisms, and procedures for subsidised fuel services.

He proposed the construction of fishing fuel filling stations (SPBUN) in the southern coastal areas of Tasikmalaya so that fishermen do not have to travel long distances to petrol stations to obtain fuel.

“If there is special service as a distributor around the gathering points for fishermen or docks, hopefully that can also smooth the activities of the fishermen,” he said.

In addition to the bimtek, BPH Migas also conducted monitoring of the provision and distribution of subsidised and compensated fuel at petrol stations and the distribution of kerosene in Kampung Naga, Tasikmalaya.

Based on the monitoring results, fuel distribution at petrol stations is proceeding orderly and smoothly, supported by adequate stock availability to meet public needs.

Meanwhile, monitoring in Kampung Naga showed that kerosene distribution to the public is running well, on target, and optimally utilised for lighting needs.
