BPH Migas Strengthens Oversight of Subsidised Fuel from Terminal to Petrol Stations

The Downstream Oil and Gas Regulatory Agency (BPH Migas) is strengthening oversight of subsidised fuel distribution from terminals to petrol stations (SPBU) to ensure it is more accurately targeted. Head of BPH Migas Wahyudi Anas stated that monitoring covers the entire process, from storage and distribution at integrated terminals to dispensing at SPBU. He noted that high public mobility is driving increased demand for subsidised fuel, making enhanced control and evaluation systems a crucial part of maintaining distribution accountability. “We want to collectively increase vigilance in the distribution of subsidised fuel, starting from the integrated terminal control room to monitor delivery orders for both subsidised and non-subsidised fuel, carried out in cooperation with partners through Patra Logistik and Elnusa Petrofin,” he said during an inspection at the Panjang Integrated Terminal in Bandar Lampung. Wahyudi added that regulatory strengthening and digital system development are ongoing to accommodate QR code-based purchases of subsidised fuel in line with government regulations. He expressed hope that more measurable oversight would improve the accuracy of distribution, supporting the community’s economy and livelihoods. The inspection also confirmed that fuel stocks at the Panjang terminal were secure and distribution to all dispensing outlets across Lampung Province was running smoothly without obstacles. BPH Migas Committee Member Bambang Hermanto emphasised that monitoring subsidised fuel requires multi-party involvement, noting that external factors such as the US dollar exchange rate and global geopolitical conditions can influence public energy consumption patterns. He stressed the importance of maintaining and enhancing the existing collaboration between BPH Migas and PT Pertamina Patra Niaga to ensure subsidised fuel reaches entitled recipients. Pertamina Patra Niaga’s Corporate Marketing Director Alimuddin Baso affirmed the company’s commitment to leveraging information technology to improve distribution accuracy and strengthen cooperation with the government in energy distribution oversight. On the same day, BPH Migas also inspected an SPBU in South Lampung following a public complaint, evaluating sales data and CCTV footage to verify compliance with subsidised fuel distribution governance.
