BPH Migas Ensures Dumai Refinery Reliability to Safeguard National BBM Supply
The Downstream Oil and Gas Regulator (BPH Migas) has assured the reliability of fuel production at Pertamina Patra Niaga Refinery Unit II (RU II) Dumai as a key pillar of the national energy supply. This assurance is particularly important to meet BBM needs in the North Sumatra region (Sumbagut) during Ramadan and Eid al-Fitr 1447 Hijri (RAFI), amid rising geopolitical tensions in the Middle East. The refinery visit by BPH Migas follows directives from President Prabowo Subianto and the Minister of Energy and Mineral Resources (ESDM) to ensure domestic refinery operations run optimally and are not affected by global volatility. Fathul Nugroho, a member of the BPH Migas Committee, said on-site findings show the refinery is operating in an optimal condition to support domestic BBM needs. ‘During the field visit, RU II Dumai was confirmed to be in an optimal state to produce various types of BBM. We hope the refinery’s reliability will be maintained so that it can meet BBM products for domestic needs, particularly for North Sumatra,’ he said in a written statement on Thursday (5 March 2026). Pertamina Patra Niaga RU II Dumai is one of Indonesia’s largest refineries, contributing around 16.5 percent of Pertamina’s total processing capacity. With that capacity, the refinery remains a crucial pillar in ensuring BBM availability in Sumatra and surrounding areas. In addition to producing gas oil such as diesel and its derivatives, the refinery also produces green aviation fuel or Sustainable Aviation Fuel (SAF). This product is part of efforts to support a sustainable energy transition programme. The production of SAF is regarded as a concrete step in preparing the national energy sector to meet global decarbonisation demands. The operational reliability of the refinery is considered a key factor in ensuring national energy supply is not disrupted by international geopolitical dynamics, including rising tensions in the Middle East. With the refinery continuing to operate optimally, the government hopes domestic energy supply remains stable despite uncertainties in the global energy market. In addition to ensuring smooth operations, BPH Migas is also pushing for an expansion of capacity at the Dumai Refinery as part of strengthening national energy resilience.
