BPH Migas and Ombudsman Collaborate to Secure Fuel Distribution in East Java

The Downstream Oil and Gas Regulatory Agency (BPH Migas) and the Indonesian Ombudsman RI are collaborating to maintain the smooth distribution of fuel in the East Java region.

BPH Migas Head, Wahyudi Anas, stated in Jakarta on Friday that the supply and distribution conditions of fuel in East Java are confirmed to be returning to normal and running smoothly. Wahyudi, alongside Ombudsman Deputy Chairman Rahmadi Indra Tektona, conducted monitoring and supervision in several areas of East Java on Thursday (2/7/2026).

Several petrol stations in Surabaya and Sidoarjo were visited to ensure that public access to energy remains maintained and economic activities proceed without disruption. During the monitoring, quality and quantity tests were conducted on the fuel to be distributed to the public. The inspection covered the quality and volume of fuel exiting the nozzles at the petrol stations.

The results indicated that the fuel size and quality complied with the established standards. “Alhamdulillah, from density to measuring instruments and water content in the fuel, nothing exceeded the regulations. Everything is safe; specifically, the water content is clean and there are no additives,” said Wahyudi while at a petrol station in the Tegalsari District, Surabaya, East Java.

In addition to quality, BPH Migas also monitored fuel stock conditions during this period of high public activity. In several areas, fuel consumption has increased, particularly for BioSolar and Pertalite. However, this increase in demand can be anticipated so that distribution remains smooth.

“During the school holidays and long weekends, distribution for Pertalite increased by approximately 14-25 percent, depending on the location of the petrol station routes. BioSolar increased by between 20-25 percent. Fortunately, all needs are covered and there are no issues,” he revealed.

Wahyudi explained that vehicle congestion was observed in the Tanjung Perak Port area in Surabaya, Tambak Osowilangun in Surabaya, Kebomas in Gresik, as well as the Km 26 Rest Area on the Surabaya-Malang Toll Road, extending through the Pasuruan-Probolinggo-Banyuwangi corridor to Bali or West Nusa Tenggara.

BPH Migas is also encouraging the continued implementation of the Regular, Alternative, and Emergency (RAE) scheme. Pertamina has deployed 226 tank trucks and 15 spot charter tank trucks, with a realised distribution of 11,350 kilolitres per trip.

Based on field monitoring results, Wahyudi continued, there were no indications of the misuse of subsidised fuel. The congestion that occurred was purely caused by the increase in economic activities using land transport, such as logistics.

Furthermore, to support smooth distribution, BPH Migas continues to facilitate the reallocation of diesel fuel between regions to maintain adequate supply in areas with high demand. “We are providing the opportunity for Pertamina Patra Niaga to perform fuel reallocation to smooth the distribution process to the public. This is the government’s support to alleviate potential queues on the main logistics routes,” he explained.

On the other hand, Wahyudi also urged the public to use fuel according to their needs and to avoid excessive purchasing. “Use fuel sufficiently and purchase fuel wisely and reasonably according to your needs,” he emphasised.

Meanwhile, Rahmadi also assessed that based on direct supervision in Surabaya and Sidoarjo, the fuel distribution conditions in East Java are currently back to being conducive. “Alhamdulillah, we can join BPH Migas in conducting joint supervision regarding fuel distribution in East Java. We saw the distribution process directly from start to finish. As we know, there was a fuel shortage a few weeks ago, and today everything is running normally again,” he said.

Rahmadi hopes that coordination and collaboration between agencies can continue to be strengthened so that similar problems do not recur, ensuring public peace and providing benefits to the wider community.

Also present during this monitoring were BPH Migas Committee Member Harya Adityawarman, Ombudsman RI Member Abdul Ghoffar, PT Pertamina Patra Niaga Jatimbalinus Retail Sales Region Manager Daniel, and representatives from the Directorate General of Law Enforcement of the Ministry of Energy and Mineral Resources (ESDM).
