BPH Migas and DPR Ensure Targeted Distribution of Subsidised Fuel in Teluk Bintuni
Jakarta (ANTARA) - The Oil and Gas Downstream Regulatory Agency (BPH Migas) along with Commission VII of the House of Representatives ensured that the distribution of subsidised fuel and compensation in Teluk Bintuni Regency, West Papua, reaches the rightful recipients.
“BPH Migas, Commission VII of the House of Representatives of the Republic of Indonesia, and the Teluk Bintuni Regency Government conducted direct checks on the distribution of subsidised diesel and Pertalite products at several fuel stations to ensure that every subsidised fuel sale complies with the established procedures,” stated Bambang Hermanto, a member of the BPH Migas Committee, during the visit on Monday (27/4/2026), as quoted from his statement in Jakarta on Tuesday.
In addition to checking distribution, according to Bambang, who is familiarly called Baher, tests on the quality and quantity of fuel were also carried out to ensure the products meet the government-specified standards.
“This also includes verification of operational procedures and distribution mechanisms implemented in the field by fuel station managers,” he said.
This monitoring at several fuel stations is a follow-up to public complaints regarding the distribution of subsidised and compensated fuel in West Papua.
These public complaints require authentic evidence to be followed up by BPH Migas.
“At the same time, providing sanctions or punishment if violations are proven. We not only check stock and fuel quality but also examine transaction data,” added Baher.
Baher also encouraged joint supervision to ensure subsidised fuel distribution is targeted, accurate in volume, and appropriate in use.
Additionally, one instrument for controlling subsidised and compensated fuel has been provided by BPH Migas through the XStar application for issuing recommendation letters to consumer users, such as farmers and fishermen.
“BPH Migas encourages the Teluk Bintuni Regency Government to immediately establish cooperation so that the issuance of recommendation letters through the BPH Migas XStar system can be optimally utilised by the community,” he said.
On the same occasion, Commission VII member Alfons Manibui stated that the visit is part of the House of Representatives’ supervisory function, including monitoring the impact of non-subsidised fuel price increases.
“In addition to monitoring fuel stock, we are also trying to observe conditions related to fuel price increases, especially for products that have experienced price hikes. We are monitoring field conditions to see if this becomes an issue or not. In fact, it is not very significant for us in Papua land, because we do not use many of those specific product types,” he explained.
Meanwhile, Commission VII member Cheroline Chrisye Makalew added that the queues for subsidised and compensated fuel that once occurred in West Papua no longer exist.
She also appreciated the synergy of all parties in maintaining energy services in eastern Indonesia.
In addition to monitoring in Teluk Bintuni, BPH Migas also attended a coordination meeting with Teluk Bintuni Regent Yohanis Manibuy.
Representing the Teluk Bintuni community, Yohanis expressed appreciation for the visit by BPH Migas and Commission VII of the House of Representatives.
He hopes that the fuel needs of the West Papua community are always fulfilled and minimises queues at fuel stations.
“Thank you to the BPH Migas Committee members who have come and conducted monitoring of fuel distribution. Our great hope with this visit is that our aspirations can be realised,” said Yohanis.
The day before, on Sunday (26/4/2026), BPH Migas, Commission VII of the House of Representatives, and Pertamina Patra Niaga also conducted monitoring of fuel provision and distribution in Manokwari City, West Papua.
Attending the monitoring activities were Sales Area Manager Retail West Papua of PT Pertamina Patra Niaga, Arif Rohman Khakim, and Sales Branch Manager I West Papua PPN, Yunus.
