BPDLH: State Property Insurance Programme to Involve Over 20 Ministries
The President Director of the Environmental Fund Management Agency (BPDLH), Joko Tri Haryanto, stated that more than 20 ministries are expected to join the state-owned asset (BMN) insurance programme based on the Disaster Pooling Fund (PFB) to protect national assets from disaster risks.
“In 2026, three ministries will continue to participate in the state asset insurance programme, but the protection coverage ratio will be expanded. By 2027, approximately more than 20 ministries will have begun to join,” he said during the 2026 Ministry of Finance Media Gathering in Bogor, West Java, on Friday.
On that occasion, he also mentioned that BPDLH manages an endowment fund of IDR 8.3 trillion. Given that this fund cannot be spent directly, the agency is mandated to invest the endowment to generate returns.
Through these investment returns, BPDLH and the government are creating numerous programmes related to disaster resilience. One concrete manifestation of this disaster resilience programme is the financing of state asset insurance, which commenced in 2025 and has already been adopted by three agencies.
These agencies include the Ministry of State Secretariat, which insures the Presidential Palace Complex; the Ministry of Religious Affairs, which protects madrasas and religious schools; and the Ministry of Health, which insures regional public hospitals (RSUD).
Through this risk transfer mechanism, such as when a disaster strikes the Sumatra region, BPDHL is said to pay insurance premiums so that disaster claims can be directly allocated for recovery and reconstruction.
Looking ahead, he stated that various ministries will join the state asset insurance programme. “The hope is certainly to expand both the coverage ratio and the sectors involved, until everyone can join the disaster pooling fund. For example, currently, the focus is on buildings, but from an infrastructure perspective, we could eventually insure bridges, roads, ports, and so on,” expressed Joko Tri Haryanto.
