BP Tapera Supports Increased Interest in Subsidised Flats Through Affordable FLPP Financing

Jakarta (ANTARA) - The Public Housing Savings Management Agency (BP Tapera) is supporting efforts to increase interest in subsidised high-rise flats, or rusun, through one strategic measure: the provision of affordable FLPP financing.

“BP Tapera supports the improvement of interest in subsidised flats through several strategic measures, namely the provision of affordable FLPP financing and subsidised interest rates that remain low,” said BP Tapera Commissioner Heru Pudyo Nugroho to ANTARA in Jakarta on Wednesday.

Heru went on to explain that the first strategic step is to improve outreach and education for the public, particularly younger generations and urban workers, on the advantages of vertical housing located close to centres of economic activity.

“Secondly, collaboration with the government and developers to ensure that subsidised flats are built in locations with good transport access, public facilities and a decent environment,” he said.

Third, he continued, is the utilisation of digitalised financing services, so that access to information and the application process for subsidised mortgages become easier and faster for the public.

Then, according to Heru, the fifth strategic step is to encourage the development of products suited to the needs of low-income urban residents (MBR), whether in terms of design, unit size or the quality of the surrounding area.

For context, Minister of Housing and Residential Areas (PKP) Maruarar Sirait, known as Ara, revealed that housing provision in urban areas is being directed towards the construction of vertical housing.

He said that the challenge of providing housing, particularly in urban areas, lies in the limited land available for house construction.

“The backlog in home ownership remains the main problem,” he said. “Nationally, the home ownership backlog stands at 9.6 million units, based on the 2025 National Socio-Economic Survey (Susenas).”

He also stated that land granted by the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR/BPN) is being used for the construction of flats and satellite towns for the public.

Regarding flats, he said, they are indeed a priority for President Prabowo and the Head of the Housing Task Force, Hashim Djojohadikusumo.
