BP Batam Ensures Land Preparation for Integrated Merah Putih School Prioritises Humanistic Approach
The Batam Concession Agency (BP Batam) has affirmed its commitment to preparing land for the construction of the Integrated Merah Putih School in a humanistic manner. This approach prioritises dialogue and transparent verification processes with the local community.
The 18.5 hectares of land being prepared falls under BP Batam’s Land Management Rights (HPL). This legal status serves as the primary foundation to ensure every stage of development proceeds in accordance with legal corridors and prevailing laws and regulations.
Ariastuty Sirait, Member/Deputy for Public Services at BP Batam, stated that a persuasive approach was chosen to directly hear the aspirations of residents around the development area. According to her, open communication is key in every regional development process.
“From the outset, BP Batam has chosen to prioritise a humanistic and persuasive approach to directly hear the aspirations of the community around the Integrated Merah Putih School area,” said Ariastuty on Sunday (16/8/2026).
She revealed that the BP Batam team has continuously held meetings and direct dialogues with local residents on several occasions. One such meeting took place with the Deputy Head of BP Batam on 21 July 2026 at the Batam City Government Office.
During the field data collection process, four residents were recorded as having submitted claims over part of the planned development area. In response, BP Batam has opened space for residents to present land legalisation documents for further verification.
“BP Batam respects every submission from these residents and provides room for them to present documents that form the basis of their control or ownership of the land in question. This land preparation is carried out with due regard to land status and applicable provisions, while continuing to prioritise communication with the community,” she continued.
Ariastuty emphasised that if the current context analysis proves there are legally recognised community rights, resolution will be pursued through applicable mechanisms. “BP Batam is committed to respecting every community right. We ensure the entire land preparation process is fair, transparent, and provides legal certainty for all parties,” she added.
Regarding information circulating on social media about staking activities, BP Batam clarified that the presence of Ditpam personnel at the location is intended to secure the HPL area. This is part of the institution’s duties and authority in safeguarding state assets that will be used for public interest.
The public is urged to be prudent in absorbing information and to verify first before drawing conclusions from news circulating on social media.
“Regarding the information about staking, we confirm that the presence of Ditpam personnel at the location is part of securing the HPL area in accordance with their duties and authority,” explained Tuty.
The Integrated Merah Putih School is part of the government’s efforts to expand access to education while improving the quality of human resources in Batam City. Therefore, the entire land preparation process is carried out in stages, prioritising communication, legal certainty, and respect for community rights.
BP Batam also continues to open dialogue with the community throughout the land preparation process. All stages are carried out transparently, prioritising deliberation, and guided by legal procedures so that the school’s construction can benefit the younger generation in the future.
“In addition to being equipped with good facilities and infrastructure, this school is expected to provide proper and quality education access for children in Rempang-Galang in accordance with programme provisions. Our hope is that these children receive guaranteed proper education as preparation for facing an increasingly advanced era,” concluded Tuty.
