BOS Fund Relaxation for Part-Time PPPK Salaries Limited to 2026

The Ministry of Basic and Secondary Education (Kemendikdasmen) states that the relaxation of the use of School Operational Assistance (BOS) funds for paying teachers with the status of Part-Time Government Employees with Work Agreements (PPPK) applies only for this year. Director General of Early Childhood Education, Basic Education, Non-Formal and Informal Education at Kemendikdasmen, Gogot Suharwoto, emphasises that the relaxation provided through the Circular Letter of the Minister of Basic and Secondary Education Number 6 of 2026 applies only to the 2026 Fiscal Year, is temporary, and is not intended as a permanent policy. “So the first principle is that this relaxation applies to the current year. That means it is limited. And the second is conditional,” said Gogot as quoted by Antara on Thursday, 16 April 2026. In addition, this BOS fund relaxation policy does not apply to all regions. Gogot explains that local governments must first propose the BOS fund relaxation policy to Kemendikdasmen. The proposal must be accompanied by details of the number of part-time PPPK teachers needed in each educational unit in their respective regions. Furthermore, local governments must disclose their current fiscal conditions and submit plans to strengthen budgeting through the Regional Budget (APBD) to finance that component in the following fiscal year. Such requests, said Gogot, must be submitted with an absolute accountability letter from the regent, mayor, and governor to ensure that the request submitted is in accordance with the conditions on the ground. “So it is not automatic with that circular letter applying to all educational units. It must indeed match the conditions and real needs in the educational units. So this is conditional,” he said. Previously, the Minister of Basic and Secondary Education, Abdul Mu’ti, issued Circular Letter Number 6 of 2026 on the Implementation of Relaxation of Financing Components for Non-Civil Servant Teachers and Education Personnel Salaries in School Operational Assistance (BOS) Funds for the 2026 Fiscal Year. This policy is implemented to prevent the termination of employment contracts for part-time PPPK teachers. Part-time PPPK are work contracts for teachers who did not pass the ASN PPPK selection due to quota limitations. Unlike full-time PPPK who are paid like ASN, the salaries of employees with this contract are adjusted to the budget availability of each government agency.
