South Tangerang City Government (Tangsel) prioritises citizen welfare by strengthening the quality of human resources. Mayor Benyamin Davnie has made education and health the main pillars of the budget policy to ensure an inclusive social safety net for all residents.

Head of the City’s Communications and Informatics Agency (Diskominfo), TB Asep Nurdin, said that the synergy of universal health coverage and education assistance programs is a tangible manifestation of the state’s presence. He noted that investing in people is the strongest foundation for the city’s future.

‘The Mayor emphasises that every child in Tangsel must have an equal opportunity to realise their dreams without being hampered by costs. We guarantee free access to tertiary education and high-quality health services for residents,’ Asep said in a statement on Thursday (5 March 2026).

In health, the city has achieved Universal Health Coverage (UHC) that surpasses national targets. This enables residents to obtain free treatment simply by showing their ID card, from Primary Health Centres (Puskesmas) to referrals to the Regional General Hospital (RSUD).

Asep explained that the city government is now reinforcing health facilities at district level. Puskesmas are no longer merely for light check-ups, but have transformed into inpatient service centres that operate around the clock.

‘This is a concrete step to ease congestion at large hospitals while bringing services closer to residents’ homes,’ he added.

To address educational access gaps, the Tangsel City Government allocated a dedicated budget to provide school fee assistance for students attending private institutions, aimed at alleviating the financial burden on parents not served by public schools.

Additionally, the PIPMD program for thousands of local students continues to be developed. This scholarship program targets high-achieving students and those from underprivileged families.

‘Education is the escalator of social mobility. If children’s education is assured, a family has a strong chance to escape the chains of poverty,’ said Asep.

To ensure the program reaches its targets, Tangsel Diskominfo integrates all services into a single digital data system. Residents can now monitor health insurance enrollment status or apply for scholarships via mobile devices.

The digital transformation aims to remove bureaucratic red tape and ensure every APBD rupiah returns as tangible benefits. Validation of data for the underprivileged is conducted periodically through close coordination among the Health Department, Social Services, and Diskominfo to prevent data duplication. (H-2)

With the Human Development Index (HDI) among the highest in Banten Province, the Tangsel City Government is confident that this strategic move will make the city a national role model for humane and technology-based public service. (H-2)

The Ministry of Health is entering the next phase of the Aceh Sumatra disaster response, focusing on restoring primary health services through puskesmas in affected areas.

‘Puskesmas are located in 18 of the 23 districts/cities affected by the disaster and are already able to serve the public,’

The construction and operation of these puskesmas embody the government’s presence in guaranteeing easier access to health services.

Imagine a morning at a puskesmas, queues already snaking before the sun is high.

Various measures to facilitate access to education services and competent teaching staff must be pursued consistently.

Quality universal education across the country must be realised promptly to improve the national human resources for the future.

An estimated 89% of teachers in Indonesia feel their income is insufficient to meet living costs.
