REPUBLIKA.CO.ID, JAKARTA - Commission C of the DKI Jakarta DPRD continues to intensify the potential of regional levies through the optimisation of the performance of Badan Layanan Umum Daerah (BLUD) in various service sectors. This step is intended to strengthen regional revenue without burdening the public with new burdensome policies.

Commission C assesses that BLUDs have significant opportunities to increase regional receipts through more professional, efficient management of services oriented towards public service quality. Therefore, each BLUD is encouraged to maximise assets, service innovations, and transparent and accountable financial governance.

In addition to increasing revenue, BLUD optimisation is also expected to impact the improvement of service quality to the public. With good management, Commission C of the DKI Jakarta DPRD is optimistic that the contribution of BLUDs to regional revenue will become increasingly significant and sustainable.

Secretary of Commission C, Ismail, revealed that several strategic Satuan Kerja Perangkat Daerah (SKPD) are instead recording projections of revenue declines. “The 2027 projection shows a significant decline. Especially in SKPDs that have been the backbone of regional own-source revenue,” said Ismail, via a press release.

According to Ismail, increasing levies is an urgent need. This levy increase could offset the reduction in transfer funds from the central government to the regions, amounting to around Rp 15 trillion.

As a concrete step, Commission C proposes clustering of the 103 BLUDs. This grouping aims to map the potential of each unit, so that strengthening strategies are more targeted.

“With clustering, it can be seen which ones are the backbone, which have growth potential, and which focus on services,” said Ismail.
