Bogor Regent Involves Academics in Open Selection of Structural Officials
Bogor Regent Rudy Susmanto has involved academics in the open selection of structural officials to strengthen the merit system and transparency in filling positions within the Bogor Regency Government, West Java. Speaking in Cibinong on Monday, Rudy stated that the fit and proper test mechanism is being applied to fill the currently vacant positions of Secretary of the Land and Spatial Planning Agency and Secretary of the Culture Agency. “Today might be the first time we are conducting a fit and proper test for echelon III and IV officials. We are involving academics, the Regional House of Representatives (DPRD), and the Bogor Regency Government,” Rudy said. He explained that all civil servants (ASN) were given the opportunity to participate in the selection through an open registration mechanism. The Bogor Regency Government opened registration for four months after extending the registration period by two months because the initial number of applicants did not meet requirements. Subsequently, the administrative and competency selection process was carried out by an academic team to produce the five best candidates for each position. “From the test, we assessed the integrity, material mastery, and abilities of the participants. The process was also conducted openly,” he stated. According to Rudy, the fit and proper test was attended by five candidates for each of the two positions being selected. The test also involved elements from the DPRD, the Position and Rank Advisory Team (Baperjakat), regional assistants, expert staff, and heads of regional agencies. He added that a similar mechanism would be applied to fill several other vacant positions, including head of regional agency positions through an open bidding process in accordance with statutory regulations. Rudy assessed that the open selection system represents the Bogor Regency Government’s commitment to providing equal opportunities for all civil servants to develop their careers based on competence and integrity. “We want all state civil servants to have equal rights and opportunities to advance their careers through an open process,” he said.
