Bogor Regent Involves Academics in Open Selection of Structural Officials

Bogor Regency (ANTARA) - Bogor Regent Rudy Susmanto has involved academics in the open selection of structural officials to strengthen the merit system and transparency in filling positions within the Bogor Regency Government, West Java.

Speaking in Cibinong on Monday, Rudy said the selection through a fit and proper test mechanism was being applied to fill the posts of Secretary of the Land and Spatial Planning Office and Secretary of the Culture Office, both of which are currently vacant.

“Today is perhaps the first time we have conducted a fit and proper test for echelon III and echelon IV officials. We are involving academics, the Regional Representative Council (DPRD), and the Bogor Regency Government,” said Rudy.

He explained that all civil servants (ASN) were given the opportunity to take part in the selection through an open registration mechanism. The Bogor Regency Government opened registration for four months after extending the registration period by two months because the number of applicants in the initial phase had not met requirements.

Next, the administrative and competence selection process was carried out by a team of academics, producing five best candidates for each position.

“From the test we assessed the integrity, mastery of subject matter, and ability of the participants. We also carried out the process openly,” he said.

According to Rudy, the fit and proper test was followed by five candidates each for the two positions being contested. The suitability and propriety test also involved elements of the DPRD, the appointment and rank advisory board (Baperjakat) team, regional assistants, expert staff, and heads of regional agencies.

He added that a similar mechanism would be applied to fill a number of other vacant positions, including regional agency head positions through open selection (open bidding) in accordance with prevailing laws and regulations.

Rudy believes the open selection system reflects the Bogor Regency Government’s commitment to giving all civil servants an equal opportunity to develop their careers based on competence and integrity.

“We want all civil servants to have the same rights and opportunities to build their careers through an open process,” he said.
